For first-time voter registration, use Form 6 through the official Voters' Service Portal or submit the prescribed form through your election office. Prepare a recent photograph and evidence of age and ordinary residence, complete the declaration and retain the application reference. Registration requires scrutiny and inclusion in the electoral roll. ECI has also clarified a specific Form 6 route for previously enrolled people whose names are missing from SIR draft rolls.

Who can apply through voter registration Form 6?

The official electoral roll FAQs explain eligibility with reference to Indian citizenship, ordinary residence and the age of 18 on the applicable qualifying date. There are four qualifying dates: 1 January, 1 April, 1 July and 1 October. Applicants approaching the relevant age should check the advance-application arrangements and the current revision instructions rather than assuming a birthday itself completes registration.

Ordinary residence matters because the application goes to the Electoral Registration Officer for the constituency where you normally live. The Form 6 guidelines say an application should not be rejected merely because the applicant does not know the constituency's number or name; assistance may be provided. Students eligible to enrol can use their parents' address or the hostel or mess where they ordinarily reside, subject to the rules against duplicate enrolment.

Which documents are needed for Form 6?

The official Form 6 and its appended guidelines call for a recent unsigned colour photograph measuring 4.5 cm by 3.5 cm, showing the face against a white background. Enter the name carefully in the state's official language and English. The guidance warns that automatic transliteration can introduce spelling mistakes when only one language is supplied.

For date of birth, the form lists documents including a birth certificate, Aadhaar, PAN, passport and a Class 10 or Class 12 certificate containing the date of birth. Supply a self-attested copy of an accepted document. If none of the listed documents is available, the form provides for another document to be specified, with further verification. Do not invent an age or attach somebody else's certificate to complete an upload field.

Residence evidence listed in the form includes specified utility bills, a current passbook from a nationalised or scheduled bank or post office, Aadhaar, passport, land records and registered property or tenancy documents. Read the exact conditions in the current form, including whose name may appear on the evidence. The form includes provision for certain family-member documents where the person is enrolled at the same address.

The guidelines also address eligible homeless citizens without ordinary residence documents through field verification. Lack of one preferred document should therefore lead to a discussion with the election office about the prescribed route. The form includes a box for a person unable to furnish an Aadhaar number because they do not have one. Read that provision instead of assuming that every applicant must obtain Aadhaar before approaching the ERO.

How to apply online and track Form 6 status

The Chief Electoral Officer Delhi website links to the official Voters' Service Portal for online applications and tracking. Start from that official route, choose the service for a new general elector and complete the live form. Provide the requested personal details, residence information, evidence and declaration. Check the spelling, uploaded files and constituency before submitting, then save the acknowledgement reference.

What changed in ECI's 3 November SIR clarification?

An ECI letter dated 3 November 2026 addresses previous electors missing from SIR draft rolls. Some were concerned that Form 6's first-time inclusion declaration could be false merely because they had been enrolled before. The Commission clarified that a person missing from the draft roll may seek inclusion afresh through Form 6 under the prescribed procedure during SIR or afterwards.

The clarification says earlier enrolment alone does not make such a Form 6 submission false. It also states a condition: the person must not already be enrolled in another parliamentary or assembly constituency, and the declaration must otherwise comply with law. This is not a general exemption for inaccurate declarations or multiple registrations. Someone still enrolled who only needs a correction or relocation should check the appropriate existing-elector service.

What is the deadline and where can voters get help?

Check the revision notice for your own state and constituency, particularly during SIR or before an election. The Delhi election website carries notices with different publication dates; an older claims period displayed there should not be treated as a current national deadline. This guide was checked on 6 November 2026, IST, and does not promise registration within a fixed number of days.
