VinFast signed letters of intent with more than 50 electric two-wheeler dealer partners on 8 October, setting out a planned retail network across 34 Indian cities. The agreements cover 15 states and territories and form the Vietnamese manufacturer's first dedicated India distribution network for this vehicle business.

The signing took place at VinFast's manufacturing complex in Hai Phong during the Indian dealers' visit to Vietnam. Under the announced agreements, the partners will work with VinFast to establish the showrooms. The release does not say that all these outlets have already opened.

The proposed footprint covers Delhi NCR, Rajasthan and Punjab; Madhya Pradesh, Chhattisgarh and Uttar Pradesh; Maharashtra and Gujarat; Karnataka, Telangana, Tamil Nadu, Kerala and Andhra Pradesh; and West Bengal and Odisha. VinFast says it is also developing charging infrastructure and after-sales support alongside the dealer network.

The announcement does not name the two-wheelers to be sold in India or provide prices, booking deposits, delivery dates or a showroom-opening timetable. The confirmed development is therefore the appointment of prospective retail partners, with the customer-facing launch details still to follow.

A dealer plan alongside local production proposals

The retail agreements follow an earlier manufacturing proposal in Tamil Nadu. In a 4 December 2025 announcement, VinFast said it had signed a memorandum of understanding with the state government for approximately 500 acres adjoining its existing Thoothukudi facility. The proposed expansion included electric buses and electric scooters.

That plan specified a US$500 million investment for new workshops and production lines, covering manufacturing, assembly and testing. VinFast described it as the second phase of its existing US$2 billion commitment. The state support outlined in the memorandum included help with permits and connections for electricity, water, roads, drainage and waste management.

The December statement described the existing car facility as covering 400 acres, with an initial annual capacity of 50,000 vehicles and expansion towards 150,000. Those figures refer to the car operation discussed in that statement. They should not be read as confirmed capacity for the new electric two-wheeler network or proof that scooter production has begun.

The new network is separate from existing car outlets

VinFast already has an Indian car-retail operation. In an announcement dated 6 August 2026, it reported opening its 60th retail outlet, a sales-and-service facility in Patna. The company published that release on 7 August. It was the brand's first such outlet in Bihar.

The Patna facility, operated by Patliputra Motors, was described as an 11,500 sq ft site with a 3,000 sq ft showroom. It combined sales, maintenance and customer support. At that point, VinFast said it was targeting 75 car dealerships across more than 60 cities by the end of 2026.

The August release identified the VF 6 and VF 7 electric SUVs as part of the India car offering, alongside the seven-seat VF MPV 7. These passenger-car models belong to the established retail business, while the October agreements concern a separate two-wheeler distribution programme.

That earlier count and target provide context for the new two-wheeler push, but they are different networks. Adding the 50-plus prospective two-wheeler partners to the 60 car outlets reported in August would not establish a verified current total of operating dealerships.

Charging support and the details still awaited

VinFast has also published a broader charging policy for its existing Indian EV business. A 16 March 2026 announcement, posted the following day, extended complimentary charging on the network developed and operated by V-Green until 31 March 2029. The policy included existing owners and future customers, both private and transport-service users.

The specified network matters: the announcement does not promise free charging at every public charger. The October dealer statement also does not give an India two-wheeler charging tariff, battery-swapping arrangement or model-specific ownership package. Those details cannot be assumed from the company's car charging programme.

For VinFast's prospective customers, the next concrete information will be the India model lineup, prices and operating outlet locations, none of which is specified in the 8 October dealer agreement announcement.
