GURUGRAM: The district administration published a list of 23 authorised green firecracker sale locations on Thursday, November 5, covering sites including Sector 9, Sector 5 and Leisure Valley Ground in Sector 29. Deputy Commissioner Uttam Singh said licensed traders may sell approved products only until November 6, 2026. The new location list adds practical details to the festival enforcement arrangements Ather 450S at Rs 1,35,999, 450X at Rs 1,48,998: range and features compared.

The administration's release, issued at 2.39 pm IST, separates the permission to sell from the permission to use firecrackers. Residents may use certified green crackers on November 7 and 8 only between 6 am and 7 am and between 8 pm and 10 pm IST. A complete prohibition returns on November 9. The list does not authorise sales at any other place in the district.

Where the authorised sale grounds are

Six locations fall within the Municipal Corporation of Gurugram area: the ground near Vatika Chowk in Badshahpur, the open ground in Sector 9, Babupur village stadium, the HSVP ground in Sector 5, Gaushala Ground near Mahavir Chowk and Leisure Valley Ground in Sector 29. These are the specified sale locations for licensed traders; the announcement does not say that every listed ground has a functioning stall at every hour.

Within the Municipal Corporation of Manesar area, the designated sites are opposite the tehsil in IMT Manesar Sector 2 and near the power house in Garhi Harsaru. For rural Gurugram block, the administration has listed the community centres in Chandu and Baghanki villages. Residents using these parts of the district should check the named venue rather than assume an ordinary neighbourhood shop has permission.

The rural Sohna block list has three entries: gram panchayat land near the toll point in Sancholi village, gram panchayat land near Nimoth Road, and gram panchayat land on the road opposite the underpass in Ghamroj village. The Government Senior Secondary School playground at Bhora Kalan is the designated location for rural Pataudi block.

For rural Farrukhnagar block, the three sites are Hajipur village playground, Mansaram Vatika in Taj Nagar and the exercise ground on Sultanpur Road in Kaliyawas village. The separately listed Sohna municipal council venue is Devi Lal Stadium. The distinction between block and municipal council entries matters because the announcement sets out the permitted venues under those separate administrative areas.

Pataudi Mandi municipal council has three listed venues: Pataudi's Ramlila Ground, the MLA School ground opposite Peeli Dharamshala in Heli Mandi, and Pataudi's new grain market. The grain market entry is expressly subject to market committee permission. Farrukhnagar municipality has two entries: near the community centre on Jhajjar Road and at Fazilpur Mor. Together, the entries in the district administration's November 5 release account for the announced total of 23 locations.

Product checks and the separate use restrictions

Singh said only green firecrackers approved by CSIR's National Environmental Engineering Research Institute may be sold, and the products must come from manufacturers licensed by the Petroleum and Explosives Safety Organisation. Boxes must be completely sealed. Each product and batch must have its own unique QR code. A sale at a designated ground therefore still has to meet the product and licensing conditions.

The permission is also limited by location when residents use the products. Firecrackers remain prohibited within 300 metres of hospitals, nursing homes, primary and district health centres, old age homes and notified silence zones. The same restriction applies to educational institutions. The administration linked these protections to reducing the noise and air pollution burden on patients, older people, children and other sensitive residents.

  • Sale deadline: November 6, 2026, for licensed traders at the listed sites.
  • Permitted use dates: November 7 and November 8, 2026.
  • Permitted use hours: 6 am to 7 am and 8 pm to 10 pm IST on each date.
  • Full prohibition resumes: November 9, 2026.

The administration has formed monitoring teams at district and block level to check compliance. From November 9, the renewed prohibition covers manufacture, storage, sale and use of every type of firecracker in the district. Singh said violations can lead to seizure, cancellation of licences and action under the applicable legal provisions. The release gives no fixed monetary penalty, so residents should not read it as a schedule of fines.

For the wider pollution context, readers can revisit the city's Ather Rizta S at Rs 1,21,999, Rizta Z at Rs 1,36,999: what you get and the Bajaj Freedom 125 CNG price: Rs 1,04,058 to Rs 1,17,499, variants explained. Those reports provide background; the new November 5 announcement specifically identifies sale sites and restates the conditions for the temporary festival permission.
