CBSE has asked affiliated schools to join the Swachh Evam Harit Vidyalaya Rating programme for 2026-27. Circular Acad-54/2026, dated 10 August 2026 and signed by Dr Praggya M. Singh, Professor and Director (Academics), notes that the Department of School Education and Literacy has launched SHVR as a national programme to strengthen water, sanitation and hygiene, environmental sustainability and Mission LiFE work inside schools.
The Board states that the implementation outline, assessment method and evaluation process for SHVR 2026-27 will follow the pattern used in SHVR 2025-26. Schools will be assessed across six thematic areas: water, toilets, handwashing with soap, operations and maintenance, behaviour change and capacity building, and Mission LiFE activities.
Portal registration and school duty list
Principals are requested to ensure timely registration of the school on the SHVR portal or mobile application, complete the self-assessment within the prescribed timeline, nominate staff to coordinate SHVR activities and maintain evidence files, and encourage active participation of students, teachers and the school community. Schools should also join orientation and capacity-building programmes organised by NCERT and other designated agencies.

What the brochure adds
The brochure enclosed with the circular says all government, government-aided and private schools in urban and rural areas can register using their UDISE+ code. There are two routes: the web portal or the Swachh Evam Harit Vidyalaya Rating 2026-27 mobile app on Android and iOS.
The process runs in five steps. A school signs up with its UDISE+ code, fills in the self-assessment form, submits it, is scored against the categories, and receives a star rating and recognition. Schools can be recognised at district, state and national levels. The brochure lays out the milestones as online submission by schools, selection at district level, nomination to the state, selection at state level, nomination to the national level, cross-validation at national level and a national ceremony.
According to the brochure, the concerned department will appoint a nodal officer at district or state level to oversee SHVR work in each district. It lists NIC, NCERT and UNICEF as partners and says SHVR aligns with the National Education Policy 2020. The brochure also recalls that about 8.23 lakh schools from all states and union territories took part in the 2021-22 edition, then called Swachh Vidyalaya Puraskar, before the scheme was upgraded to SHVR in 2025-26.
Benefits listed include a certificate of merit and national recognition, school-level tracking of the rating and an assessment based on clean and green school planning.
Who has been told
Copies of Acad-54 go to Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti, Eklavya Model Residential Schools, Sainik Schools Society, Odisha Adarsha Vidyalaya Sangathan, several state and union territory education directorates, and the Army and Navy education societies, with a request to pass it to their schools. CBSE regional offices have been asked to send it to every affiliated school in their regions.
