Uttar Pradesh Tightens Rules for Family Property Registration; Aadhaar No Longer Accepted as Relationship Proof

LUCKNOW — In a major regulatory shift aimed at eliminating property disputes and curbing fraudulent claims, the Uttar Pradesh Government's Registration Department has amended its rules regarding the transfer and registration of family-owned properties. Under the revised guidelines, an Aadhaar card will no longer be accepted as legal evidence to verify family relationships, such as establishing proof of being a parent, spouse, or legal heir.
The official circular, issued by the Inspector General of Registration, clarifies that while Aadhaar remains a mandatory tool for real-time biometric identity and address verification, details like "Care of" (C/o) or "Wife of" (W/o) on the card cannot be treated as legal proof of familial ties.
New Documentation Requirements
To successfully complete the registration of ancestral or family-shared land and property, applicants must now submit separate, government-approved documents specifically verifying their lineage or relationship.
The state administration has mandated the following legally valid documents for relationship verification:
Birth Certificates
Family Register Extracts (Parivar Register Nakal)
Succession Records / Mutation Certificates
Other judicially or government-sanctioned documents establishing legal heirship.
Aligning with National Policy
This order follows successive clarifications from the Unique Identification Authority of India (UIDAI) and observations by the judiciary that Aadhaar is strictly a unique identifier and does not serve as conclusive evidence for citizenship, domicile, or biological/legal relationships.
The amendment comes directly on the heels of Uttar Pradesh rolling out a strict biometric authentication framework at sub-registrar offices to clean up the property market. Property transactions involving family concessions—such as the state's capped stamp duty benefit for blood-relative property transfers—will face close scrutiny under these new relationship verification metrics.

Officials have strongly advised all property buyers, sellers, and legal heirs to ensure that their digital land records match their relationship proofs perfectly before booking an appointment at the Sub-Registrar Office. Organizers and applicants are urged to gather all primary relationship certificates well in advance to avoid documentation mismatches, automatic slot expirations, or processing delays.
