IMS-BHU Reverses Promotions of 39 Nursing Officers After Roster Review

Varanasi: The Institute of Medical Sciences, Banaras Hindu University, has reversed the promotions of 39 nursing officers after reviewing objections concerning the reservation roster used in an earlier promotion exercise.
A promotion list issued on 3 January had elevated 195 nursing officers working at Sir Sunderlal Hospital and the Trauma Centre. After a complaint concerning the application of reservation rules, a review committee examined the process and a revised list was issued on 22 June.
The revised order resulted in 39 officers being reverted from the promoted posts. A group of affected employees has challenged the decision, arguing that they were not given a valid explanation and that the roster was not applied in line with central government personnel rules.
Some of the affected officers have also approached the Allahabad High Court. Reports of 37 petitioners in that proceeding should not be confused with the institution’s reported figure of 39 reversed promotions; not every affected employee necessarily joined the same petition.
IMS-BHU Director Professor S N Sankhwar has said the process followed university rules and that representations submitted by employees will be examined. The institution’s position is that the revised list followed a formal review rather than an arbitrary withdrawal.
The dispute turns on how the promotion roster, category positions and seniority were calculated. Those questions will require examination of the original list, review-committee findings and applicable reservation rules.
For the affected officers, reversion changes designation, seniority and potentially pay-related expectations. Any recovery of benefits or change in duties would require a clear administrative order and must comply with service rules.
The review also affects officers who remain on the revised list, because another change could alter seniority positions across the cadre. A reasoned order explaining the roster calculation would help all sides understand how the final list was reached.
Until the university or court issues a further order, the revised promotion list remains the operative administrative decision. The case also highlights the need for institutions to publish clear roster calculations when large promotion exercises affect employees across categories.
