GURUGRAM: The district administration announced on Saturday, October 31, 2026, that government and private offices would operate with up to 50 per cent physical attendance from November 5 to 20 as part of precautionary air pollution measures. Its public notice also sets out restrictions on dust generating demolition and outdoor construction, with exemptions that include essential water supply and sanitation projects.

For office workers in Cyber City and Udyog Vihar, the practical change is an attendance arrangement to be settled with their employer before November 5. The administration's announcement applies across Gurugram; it does not identify separate sector wise start dates or give an office by office roster.

What the district announcement says

The district administration's October 31 public notice attributes the measures to the Commission for Air Quality Management. It describes them as precautions against the anticipated seasonal rise in air pollution across Delhi NCR and directs the departments, agencies and establishments concerned to comply.

For offices, the announced ceiling is up to half the staff attending physically, with the remaining employees working from home. The notice includes an exception for essential services and industrial establishments where this arrangement is not feasible. It does not say every workplace must shut, or that employees have been given leave.

Employees should therefore ask their organisation for its attendance plan and whether their work falls within an exception. Those are implementation questions: the public announcement does not specify individual attendance days, shift allocations or a procedure for an employee to claim an exemption independently.

  • Announcement: October 31, 2026.
  • Implementation period: November 5 to November 20, 2026.
  • Offices: up to 50 per cent staff physically present, subject to the stated exceptions.
  • Construction: restrictions on dust generating demolition and outdoor work, with essential project exemptions.

Water and sanitation projects are among the exemptions

The construction part of the notice extends across NCR. It specifically includes linear infrastructure such as highways, roads, flyovers, power transmission lines and pipelines within the scope of restrictions. A project being public infrastructure does not, by itself, put it outside the announcement.

At the same time, the listed exemptions include essential projects involving railways, Metro, airports, hospitals, water supply, sanitation and national security, along with projects of national importance. For residents awaiting a water or sewer work, the relevant distinction is whether that particular project meets an exemption. The notice does not list individual Gurugram projects that have been cleared to continue.

Site managers and residents seeking clarity on an ongoing work should check its status with the agency responsible for it. The announcement should not be treated as a fresh water shutdown advisory: it provides no affected supply sectors, interruption hours or restoration schedule.

The public notice gives calendar dates for implementation but no separate commencement hour in IST. It also makes no announcement about school closure. Residents should use the stated office and construction provisions for planning, without extending them to services or institutions that the notice does not cover.
