GURUGRAM: The Commission for Air Quality Management announced immediate invocation of GRAP Stage III across the National Capital Region on Friday, November 6, 2026, adding a new level of pollution restrictions for Gurugram. This is a fresh escalation from Stage II, as reported earlier on dalimss.news in its report on road dust controls and residents' association duties.

The official framework names Gurugram among districts covered by the primary school hybrid learning provision. Its circulation list also includes GMDA's chief executive at Sector 44 and the municipal commissioner at Sector 34, alongside the district administration and pollution control authorities. Construction agencies and residents awaiting utility works should read the restrictions together with their stated exemptions.

What the new announcement establishes

CAQM's public news feed lists both the Stage III invocation order and an announcement of immediate implementation dated November 6. Both entries are dated November 6. The announcement says the action is immediate; the public listing does not supply a separately verified commencement hour in IST.

The revised GRAP schedule issued on September 29 explains the measures associated with each stage. It allows preventive invocation using air quality forecasts and says earlier stage measures continue when a higher stage is introduced. Stage III therefore adds to the framework already in operation.

The schedule defines Stage III against a Delhi AQI range of 401 to 450. That classification should not be read as a new measured AQI value for Gurugram. The announcement concerns the regional response stage. It does not provide a fresh reading for an individual Gurugram monitoring station, neighbourhood or housing society.

Construction restrictions and utility exemptions

The Stage III schedule restricts excavation and filling, including boring and drilling, piling, demolition, brick and masonry work and operation of concrete batching plants. It also lists open trench installation of sewer lines, water lines, drains and electrical cabling. Transfer and loading or unloading of dust generating construction materials are covered as well.

Several activities have narrower qualifications. Minor indoor repairs or maintenance are excepted from specified restrictions on coatings and flooring work. Minor welding for mechanical, electrical and plumbing work is permitted. Road construction and major repairs are restricted, while pothole repairs are expressly permitted in the revised schedule.

Water supply and sanitation projects have a separate project exemption. The schedule includes sewage treatment plants and water supply schemes among categories where construction activities may continue, subject to construction waste rules, dust prevention requirements and the commission's directions. The exemption does not remove those environmental obligations.

Other listed project categories include railway and Metro services and stations, airports, inter state bus terminals, hospitals and health facilities, national security and defence work and projects of national importance. The schedule also addresses specified public linear infrastructure. Site managers must check all applicable directions: permission under one part of GRAP does not resolve a separate restriction imposed by another order.

That distinction matters during the separately notified November 5 to 20 precautionary period. The commission's order for that period also restricts dust generating outdoor construction and includes water supply and sanitation exemptions. Neither document supplies a new sector specific water shutdown timetable or a restoration time for a local pipeline.

Primary classes and responsibilities

For Gurugram, the Stage III schedule directs classes up to Class V to operate in hybrid mode, combining physical attendance and online education wherever online teaching is feasible. The choice to use the available online mode rests with students and guardians. Parents should obtain the practical timetable and access arrangements from their school.

The construction provisions assign responsibilities to state governments, pollution control boards, local bodies, construction agencies and plot owners. Stone crushing operations and mining and associated activities are also required to close across NCR under this stage. The framework places enforcement responsibilities on pollution authorities, police leadership and district administrations for those activities.

  • New development: Stage III announced on November 6.
  • Earlier controls: continue alongside the higher stage.
  • Utility projects: specified water and sanitation exemptions remain subject to dust controls.
  • Primary education: hybrid mode provision covers Gurugram up to Class V.

Residents can read the earlier reports on office attendance and construction precautions and Gurugram and Manesar air readings for dated background. The fresh development is the regional Stage III invocation; those older reports do not establish today's station readings or an individual project's permission to continue.
