VMC Puts City on Alert for Navratri and Durga Puja Civic Arrangements

A fortnight before Shardiya Navratri begins on 11 October, Municipal Commissioner Himanshu Nagpal has directed Varanasi Municipal Corporation departments to finish sanitation, street lighting, drinking water, drainage and road repairs around Durga Puja pandals, with daily inspector checks and photographic compliance reports.

The main Durga Puja stretch runs from Saptami once Navratri opens. Nagpal's order is for clean, safe and well-lit surroundings around pandals before festivities begin. Zonal officers are to list pandals, carry out spot inspections and coordinate departments so that work does not wait until the week of immersion.

Sanitation and food inspectors have been told to run daily pandal-area checks, lift garbage so waste piles do not build, deploy extra sanitation workers, use lime and anti-larval spray, and place dustbins near pandals. Street lighting staff must repair dead lights on devotee routes and at pandal sites. The civil wing is to finish pothole and patchwork on approach roads. Jal Kal is to keep drinking water uninterrupted and redress sewer complaints promptly.

Rain risk sits inside the same plan. Officers are to pre-identify waterlogging spots, clean drains and gully pits, and keep pumping ready. Accountability for negligence is written into the instruction, with compliance reports carrying photographs before and during the festival so that a missing dustbin or a dead light is visible on paper, not only in a verbal update.

Navratri and Durga Puja draw dense evening footfall on lanes that already struggle after monsoon damage. A dead streetlight on a devotee route, a blocked gully pit beside a pandal, or a pothole on an approach road is not a small civic miss in that fortnight. Nagpal's photographic compliance rule is meant to make those misses harder to hide between zonal visits.

Food inspectors sharing the daily check with sanitation staff also keep the hygiene brief tied to the same pandal map. Stalls and temporary kitchens cluster around major pandals; daily lifting and anti-larval spray are the municipal answer to that cluster before Saptami, not after complaints peak.

Zonal lists of pandals are the first practical deliverable. Without a named list, lighting crews and Jal Kal teams cannot prioritise approach roads and sewer lines that will take the festival load. Spot inspections after the list is drawn are how the Municipal Commissioner expects departments to prove the work is done, not merely assigned.
