VARANASI: Three park development tenders published on Monday, November 2, 2026, propose works at Beniyabagh, Town Hall and Machhodari, with listed estimates adding up to Rs 4,92,44,216. Varanasi Smart City Limited is inviting the bids through the state procurement portal, under the Varanasi Nagar Nigam organisation listing.

For residents who use these parks, the notices establish that proposals have entered procurement. They do not announce that the parks have closed or that new attractions are ready. No opening date for the proposed facilities appears in the tender summaries reviewed.

Businesses considering a bid have an earlier date to watch than the submission deadline: a pre bid meeting is scheduled for Saturday, November 7, at 3 pm IST at the VSCL office on the second floor of Trinetra Bhawan, Sigra. The clarification window closes that day at 2 pm IST.

Three parks and three separate contracts

The Beniyabagh tender is for development of a Seven Wonders Theme Park under engineering, procurement and construction mode. Its estimated value is Rs 1,85,66,000. The earnest money deposit is Rs 3,71,000, and the tender fee is Rs 11,800.

The Town Hall Park notice concerns a Dvadasha Jyotirlinga Temple Theme Park, also described as an EPC project. The estimate is Rs 1,46,16,000, with an earnest money deposit of Rs 2,92,000 and a tender fee of Rs 11,800. The page lists publication at 4:20 pm IST on November 2.

At Machhodari, the proposal is for development and beautification based on an Incredible India theme. The official tender details put its estimated value at Rs 1,60,62,216. The earnest money requirement is Rs 3,21,000 and the tender fee is Rs 11,800. The Machhodari and Beniyabagh notices were published at 4 pm IST on November 2.

The combined figure of about Rs 4.92 crore is the sum of the three published estimates. It is not an awarded contract total. Each notice has its own reference number and bid process, even though their meeting and submission schedules align.

What bidders should check before November 7

Documents can be downloaded until November 16 at 4 pm IST. Bid submission starts on November 7 at 4 pm IST and ends on November 16 at 4 pm IST. All three notices specify a 180 day bid validity and a 365 day period of work. That work period should not be read as a calendar completion date before an award and commencement details are established.

The reference numbers distinguish the packages: 501/T/VSCL/TENDER/2026-27 for Beniyabagh, 502/T/VSCL/TENDER/2026-27 for Town Hall and 503/T/VSCL/TENDER/2026-27 for Machhodari. The listed tender IDs are 2026_NNVAR_1204378_1, 2026_NNVAR_1204396_1 and 2026_NNVAR_1204286_1 respectively.

The notices separate the fee, qualification and technical material from the financial offer into two covers. Applicants should read the relevant request for proposals for eligibility and scope, rather than treating a shared timetable as permission to combine bids. The summaries refer qualification requirements to those documents.

No tender fee or earnest money exemption is marked as allowed in the three listings. Payment is described as offline. The Beniyabagh and Town Hall pages list bank guarantee and RTGS instruments, while Machhodari lists RTGS. Bidders should follow their own package documents for the required payment evidence and financial submission format.

What residents should do

Park users should look for a subsequent site specific work or access notice before changing their regular visits. The procurement summaries do not settle visitor charges, opening hours or temporary entry arrangements. A tender's title describes the proposed project and does not confirm which individual exhibits have been completed.

The next listed procurement stage is bid opening at the VSCL office on November 17: Machhodari at 4:15 pm IST, Beniyabagh at 4:30 pm IST and Town Hall at 4:45 pm IST. Residents can follow those separate records for the next documented development.

Existing park and parking projects

VSCL's official completed projects register lists Basement Parking and Park Beniabagh at a project cost of Rs 91.42 crore, covering 54,632 square metres, or 13.5 acres. Its listed facilities include an entrance plaza with ticketing, a jogging track, sitting areas, an open air theatre, and herbal and flower gardens. The register also records a children's play area and sand pits with access for persons with disabilities, alongside a maze, gazebo, meditation and yoga garden, vending or kiosk zone, and pond development.

For Basement Parking and Park at Town Hall, the same VSCL register records Rs 23.67 crore and a total parking area of 5,500 square metres. It lists provision for 150 four wheelers and 200 two wheelers, with separate entry and exit. Fire fighting and safety arrangements also appear among the project's listed features. VSCL includes provision for future adaptation of stack parking to double capacity in that project's description.

Related city reporting covers municipal complaint handling, the Saket Nagar sewer work review and six water and sewerage projects. These are separate civic matters from the three park tenders.
