VARANASI: A district notice published on Monday, November 2, 2026, invites eligible non-governmental and voluntary organisations to submit proposals for senior citizen programmes by Saturday, November 7. The call covers activities under the state action plan of the Government of India's Atal Vayo Abhyuday Yojana for the 2026-27 financial year, with applications going to the District Social Welfare Officer in Varanasi.
Organisations preparing a proposal should assemble their registration, banking and financial records before approaching the office. The district service directory locates the Social Welfare Office on the ground floor of Vikas Bhavan, Varanasi, PIN 221002. District Social Welfare Officer Girish Chand Dubey signed the invitation on October 31; the district website published it on November 2 and lists November 7 as its closing date.
For older residents and families, the proposed work concerns interaction with younger people, practical learning, mental wellbeing and awareness of legal rights. The immediate submission requirement is for organisations wishing to implement those activities. Residents should not treat this invitation as an individual pension application or a notice announcing that a new centre has already opened.
What the programmes can cover
The district invitation and its attached notice identify social empowerment, awareness and welfare as one category of work. An intergenerational programme would bring school or college students into dialogue with senior citizens living in old age homes or associated institutions. This gives prospective applicants a specific partnership to plan around: young participants and older people, rather than an unspecified public gathering.
A separate senior citizen development activity permits digital and financial literacy, mental wellbeing and art therapy. The notice excludes spiritual knowledge and yoga from that activity, explaining that arrangements with other bodies already exist for those subjects. Applicants should therefore keep the proposed work within the listed eligible areas when choosing their programme content.
The awareness component covers the maintenance and welfare law for senior citizens and their legal rights. Campaigns may operate at district or block level. An organisation proposing this work should identify the level at which it intends to operate and relate its proposal to the subjects named in the notice.
Documents organisations should prepare
The eligibility requirements include registration under the Societies Registration Act, 1860, or another applicable state or Union territory law. The organisation's registration must predate July 1, 2022. Registration on NITI Aayog's NGO Darpan portal is also mandatory, and the organisation must have an account in its own name with a nationalised bank.
- A copy of the registration certificate, together with PAN and GST certificate copies.
- Annual progress reports for the previous two years.
- Audited accounts for 2023-24, 2024-25 and 2025-26.
- An affidavit on Rs 100 stamp paper stating that no government body has blacklisted the organisation.
- A declaration on the organisation's letterhead, identified as Annexure 2.
The financial years are specified individually in the attachment. Applicants should check that all three audited statements are included, rather than relying on one recent account. The notice also leaves other conditions subject to the agreement of the district level committee. Submitting a proposal should not be presented as confirmation of selection.
What applicants should do before November 7
Read the signed proposal checklist, match the intended activity to its permitted category and take the complete proposal to the undersigned officer's office by November 7. The invitation does not specify an hour of closure, so confirm the receiving arrangements with the office before the final day. The district office directory supplies the Vikas Bhavan location.
For publicity and media work, the notice requires expenditure through government agencies at the specified government rates. Copies of audio, video and banner files must be shared with the ministry, and regional language videos require subtitles. Organisations considering that category should account for these conditions when preparing their materials.
Other local service deadlines are separate: see the November job fair locations, the cancer hospital contract application window and the earlier district census timetable.
