₹64-Crore Varanasi Police Headquarters Planned at Traffic Lines Campus

VARANASI — The Uttar Pradesh government has sanctioned ₹64 crore for a new headquarters for the Varanasi Police Commissionerate, a project intended to bring senior offices, ACP courts, public-hearing facilities and traffic-police departments into one campus.

The building is proposed at Traffic Lines and is expected to be constructed by the Public Works Department. Police Commissioner Mohit Agrawal said in July that the tender process was under way and that work would begin after the contract is awarded. The construction target is 11 months, while the broader completion window has been placed in 2027–28.

Plans include the commissioner's office, ACP courts, waiting space for visitors, a canteen and other public facilities. Traffic police and different commissionerate units are to be accommodated on separate floors, with stilt parking intended to reduce pressure at ground level.

WHY ONE BUILDING CAN MAKE A DIFFERENCE

Varanasi has operated under the police commissionerate system since 2021, but citizens still encounter a spread of offices and unclear jurisdiction when a complaint moves between units. A consolidated headquarters can reduce that confusion only if the public-facing design is as carefully planned as the offices upstairs.

A person arriving for a hearing should be able to find the correct desk without depending on a tout, a guard's memory or several handwritten directions. Separate queues for complaints, court work, licences and document collection would save time. A visible help desk, accessible toilets, seating, drinking water and an orderly token system are not decorative extras; they determine how the institution feels to the people who need it.

ACP courts require particular attention. Litigants, lawyers and police files will move through the same building, so secure circulation has to coexist with open public access. Victims and witnesses in sensitive cases need privacy. The structure should also meet fire-safety, disability-access and emergency-evacuation standards from the start rather than add ramps and signs later.

BUDGET SANCTION IS THE FIRST MILESTONE

The ₹64-crore figure is sanctioned project funding, not proof that construction has begun or that the final cost will remain unchanged. Tender award, site preparation, foundation work and stage-wise quality checks are the next milestones. The administration should publish the contract value, completion deadline and progress once work starts.

Traffic management around the campus matters as well. Stilt parking can help, but hearings and public grievance days may bring a sharp vehicle surge. Safe pedestrian access and public-transport connections should be built into the plan.

A headquarters is ultimately an administrative tool. Its success will not be measured by height or polished stone but by whether a complainant receives clear information, an officer can locate a file and departments coordinate faster during an emergency.

Varanasi's commissionerate now has a budget for a permanent institutional home. The public should expect the building to match the promise of the system: accountable, reachable and easier to navigate than the arrangement it replaces.
