Varanasi Offers Interest Waiver on ₹304 Crore House, Water and Sewer Tax Dues

More than 42,000 property owners in Varanasi have been offered a route to clear long-pending house, water and sewer tax dues without paying accumulated interest and surcharge. The Municipal Corporation’s executive committee approved the state’s one-time settlement framework on Tuesday, with special camps scheduled at zonal offices from August 15 to December 15.
The scale of the backlog is substantial. Municipal records cited with the decision put total arrears at about ₹304 crore, including ₹86 crore in interest. Many accounts have remained unsettled for years, in some cases because of assessment disputes rather than a simple refusal to pay. Waiving the add-on charges can make settlement possible, but only if the underlying bill is accurate.
Owners owing up to ₹1 lakh will have an instalment option. They can deposit one-third of the total in the first 30 days and pay the remaining two-thirds in two monthly instalments, according to Municipal Commissioner Himanshu Nagpal. Government departments with eligible dues are also expected to benefit from the scheme.
For a household, the first step should be verification, not payment under pressure. The owner should check the property identity, assessment period, built-up area and payments already credited. Old receipts, mutation documents and earlier objections should be carried to the camp. If the principal demand is wrong, an interest waiver does not correct it.
The corporation should publish a simple calculation sheet showing the original tax, paid amount, waived interest or surcharge and net balance. Residents need a signed or digitally verifiable settlement record after payment. Without that closure, the same arrear can reappear during a later system migration.
The four-month camp window is generous on paper, but demand will likely bunch near the opening and closing dates. Zonal offices should use tokens or appointments, display authorised payment methods and make senior staff available for disputed assessments. Cash handling deserves special caution. Residents should not transfer money to personal accounts or pay anyone promising an unofficial discount.
For the Municipal Corporation, the scheme trades part of a difficult-to-recover ₹86 crore interest component for a chance to collect the principal. That can improve revenue only if cases are resolved quickly and the money is tied to visible services. People are more willing to pay recurring municipal taxes when bills are understandable and roads, drains and waste collection are dependable.
Mayor Ashok Kumar Tiwari has described the decision as major relief for property owners. The claim will be tested by the camp experience. A taxpayer who leaves with a corrected demand and final receipt will see relief. Someone sent repeatedly between counters will see another scheme on paper.
The waiver is a chance to clean up both sides of Varanasi’s ledger: old household liabilities and old municipal records. Done transparently, it can bring thousands of owners back into regular payment. Done hurriedly, it will merely postpone the next dispute.
