Court Issues Arrest Warrant for HSVP Brass

GURUGRAM: A city court has issued fresh arrest warrants against the Haryana Shahari Vikas Pradhikaran administrator for Gurugram and the Land Acquisition Collector, and directed attachment of HSVP properties, over failure to pay enhanced compensation to a Daultabad landowner.

Additional sessions judge Sudeep Goel passed the order in an execution petition filed by Savita, daughter of Maman. The land, about half an acre acquired in 2013, stood in her name after her father's death in 1999. Despite the Punjab and Haryana High Court enhancing compensation to Rs 7.7 crore per acre in February 2022, the amount remains unpaid, according to the court record summarised by her counsel.

Attachment list and October 27 date

On Wednesday the court issued an attachment warrant listing the HSVP Gymkhana clubs in Sectors 29 and 4, the HSVP and LAC offices in Sector 14, and the official cars of the administrator and the LAC. An earlier warrant against the two officers had been returned unexecuted. The fresh warrant requires them to be produced before the court on October 27.

Advocate Jagjeet Singh, appearing for Savita, said the land was acquired in 2013 and that even after 13 years the landowner has had to approach the execution court for amounts already determined by the courts. Savita filed the execution petition in 2025. In 2018 the district court had enhanced compensation to Rs 3.1 crore. Her regular first appeal before the High Court was allowed in February 2022 with the higher per-acre figure.

Delayed disbursal of enhanced awards has pushed several landowners into repeated trips through departments and courts, Singh said, often adding interest liability for the government as well. Time-bound payment after a final court figure would spare families the need to chase execution benches year after year.

HSVP has not, in the public account available, detailed a payment timeline for this specific award. Arrest warrants in execution matters are coercive tools to secure compliance. They do not themselves decide the underlying land valuation, which appellate courts have already fixed. The October 27 listing will show whether the attached properties and personal warrants finally move the file toward disbursement. Other landowners with similar pending awards will watch whether attachment of clubs and official cars changes how quickly treasury releases follow court orders. Daultabad residents say the case has become a test of whether enhanced High Court figures translate into money in hand without another decade of paperwork. Officials said they would share further updates once laboratory or investigation files move to the next formal stage, and residents have been asked to rely on verified police or civic statements rather than unverified forwards.
