HSVP Warns 34 Gurugram Liquor Shops Over 50 Crore Rent Arrears

GURUGRAM: The Haryana Shahari Vikas Pradhikaran has issued a final ultimatum to 34 liquor shops in Gurugram over outstanding rent estimated at about 50 crore. The authority has warned that sealing action is expected to begin from August 7 if the dues are not cleared within the final opportunity provided.

The action concerns shops operating from premises linked to HSVP and follows the accumulation of substantial rental arrears. The 50-crore figure is an approximate combined amount associated with the establishments covered by the notice. Individual liability may vary and will depend on the records maintained for each allotment or tenancy.

No sealing has taken place under this final schedule yet. The notice is a warning of proposed enforcement and gives the affected operators an opportunity to settle the outstanding amount or take up any discrepancy with the authority before the stated date. It would therefore be inaccurate to describe the shops as already sealed.

If the arrears remain unpaid, HSVP is expected to begin sealing the premises as part of its recovery process. Such action would restrict the use of the property, but it does not remove the need for the authority to follow the applicable notice and enforcement procedure in each case. Operators may also have to comply with any separate licensing conditions governing the liquor trade.

The size of the arrears has brought attention to the management of commercially valuable public properties in Gurugram. Timely recovery protects public revenue and reduces the risk of similarly placed tenants being treated differently. At the same time, transparent calculation of dues and a clear record of notices are essential where large amounts and business closures are involved.

The period before August 7 will determine whether the enforcement drive proceeds against all 34 establishments or only those that continue to default. Payments, reconciliations or legally valid representations made before the deadline could affect the final list. HSVP has placed the responsibility on the shop operators to respond before coercive action begins.

For now, the development remains at the ultimatum stage. The authority’s next step will depend on compliance during the notice period, and any actual sealing should be reported only after it is carried out at the identified premises.
