GURUGRAM: Eligible jobseekers in Sector 14 and across the district can apply for Haryana's general unemployment allowance from Sunday, November 1, to Monday, November 30, 2026, according to a state government announcement published on Thursday, October 29. The monthly assistance is Rs 1,200 or Rs 2,000, depending on the applicant's educational qualification and compliance with the scheme's conditions.

For local assistance, the Employment Department's field office directory lists the Gurugram employment exchange in rooms 513 and 514 on the fifth floor of the Mini Secretariat. Applications go through the department's online system. The November window concerns people with an existing qualifying employment exchange registration, since the rules require at least three years of continuous registration.

Who can apply in November

The October 29 government announcement, issued at 3:24 pm IST, says applicants must be Haryana domiciles aged 21 to 35. They must not be students, trainees, employed or self employed. People registered under the Employment Department's Saksham Yuva scheme are excluded under the general allowance guidelines.

The department's published scheme instructions assess the three year registration requirement as on November 1 of each year. An applicant cannot satisfy that condition merely by registering during the coming application month. The instructions also exclude dismissed government employees and people convicted of an offence resulting in imprisonment for six months or more.

Educational qualificationMonthly allowance
Class 12, or a recognised two year certificate or diploma after Class 10Rs 1,200
Graduate degree or above, or a three year certificate or diploma after Class 12 or aboveRs 2,000

The official material sets out family income, property and land conditions involving annual income of Rs 3 lakh, residential or commercial property valued at Rs 10 lakh, and agricultural land of two hectares. Applicants should read those conditions with the prescribed declaration and verification form, rather than judge eligibility from education and age alone. The department's definition of family and the income of a spouse matter to that assessment.

Documents and the application route

New applicants need their Parivar Pehchan Patra, a valid employment registration identity card, a Haryana domicile certificate, educational certificates, Aadhaar and an Aadhaar linked bank passbook. The detailed checklist also includes two passport size photographs, a ration card and a caste certificate where applicable. For married women, the instructions require the in laws' ration card, whether the household ration cards are joint or separate.

There are two distinct supporting forms. Annexure A concerns family income, land and property, with verification and attestation described in the department's instructions. Annexure B is the applicant's self declaration. The rules require the applicant's signature and the family head's signature or thumb impression on the printed application copy.

The department's user manual shows the sequence: sign in, choose Schemes, open Unemployment Allowance Scheme, download the annexure, fetch family member details through PPP, and enter property and other information. A new applicant uploads Annexure A before proceeding through the declaration and submission stages. Saving a draft is a separate stage from submitting the application.

People already receiving the allowance have a shorter document list in the guidelines: PPP, the self declaration, a valid employment registration card and the Aadhaar linked bank passbook. They should follow the existing applicant route shown by the portal. The October 29 announcement says applications received after November 30 will not be considered; it does not give a closing hour.

What applicants should check now

Check that the employment registration remains active and that qualifications on the record match the certificates. The user manual provides separate routes for qualification updates and registration renewal. The scheme declaration also requires recipients to inform the employment exchange when they get a job and to stop receiving assistance when they become ineligible.

For related district employment coverage, read the Sector 14 job fair report, the Gurugram University deputation notice and the local housekeeping vacancy report. Those concern separate employment opportunities; this application window is for the general unemployment allowance.
