34 Gurugram Liquor Vends Face Sealing Over Rent

GURUGRAM: Thirty-four liquor vends operating from Haryana Shahari Vikas Pradhikaran land have received a final deadline to clear rent arrears estimated at nearly Rs 50 crore, with sealing action scheduled to begin on August 7 if payment is not made.

The operators have been asked to deposit the outstanding amount by August 6. The notice is an ultimatum, not a record of completed enforcement: the outlets have not yet been sealed under this action and can avoid closure by clearing the dues within the stipulated period.

The defaulting properties are spread across several commercial pockets of the city. They include sites around Sector 72, Sector 29, AIT Chowk, Sector 54, Hong Kong Bazaar, Golf Course Road and Sector 50. Because the businesses occupy public-authority land, rent recovery is also a question of how consistently government property is managed.

Arrears of this scale rarely build up in a single billing cycle. The Rs 50 crore estimate across 34 premises points to the need for closer monitoring of lease payments, timely notices and a clear escalation ladder before unpaid amounts become difficult to recover. It also raises a fairness issue for occupants of public sites who do pay on time.

HSVP's proposed sealing process will have to follow the terms of the allotment or tenancy and the notices already served. Operators may make payments or pursue whatever remedy is legally available to them, but the authority has indicated that it does not plan another extension after the August 6 cut-off.

If sealing begins, field teams will need to document the premises carefully and avoid ambiguity over inventory, access and possession. Enforcement at liquor outlets also requires coordination because their retail operations are separately governed by excise rules. A rent-default action by the land-owning authority should not be confused with cancellation of an excise licence unless the competent department issues such an order.

For nearby markets, an abrupt closure can affect workers, vendors and footfall, but that does not dilute the obligation to pay for use of public land. The week before the deadline will show whether operators settle the accounts, seek reconciliation of disputed calculations or allow the matter to proceed to sealing.

The authority's credibility now rests on two things: accurate, premise-wise dues and even-handed enforcement. As of now, August 7 is the announced start date for action against unresolved defaults. Any outlet that pays before the cut-off should be treated according to its updated account, while those remaining in arrears face the closure process described in the final notice.
