The Supreme Court has taken a firm position on the growing problem of stray dog attacks across the country, expressing serious concern over the failure to effectively implement existing rules and regulations.

During the hearing, the Court indicated that in cases where a person is injured or killed due to a dog bite, the responsibility would lie with the State Government, and compensation may have to be paid for such lapses.

The bench observed that rules related to the management of stray dogs already exist, but poor enforcement has led to an alarming rise in incidents, particularly affecting children, the elderly, and the sick.

The Court made it clear that dog bite cases cannot be treated merely as unfortunate accidents when authorities have failed to act. It emphasized that ensuring public safety is a core duty of the State and local administrations.

The Court also addressed the role of individuals and organisations feeding stray dogs, stating that if a dog is under someone’s supervision, it would be considered a pet and would require proper licensing.

The judges clarified that the issue is not about being for or against animals, but about balancing animal welfare with human safety.

The Supreme Court reiterated that accountability must be fixed and that authorities cannot avoid responsibility by citing administrative difficulties.

The matter is scheduled for further hearing, where the Court will examine action plans submitted by States and local bodies.
