CBSE asks schools to register on Nasha Mukt Vidyalaya portal under three-year plan

CBSE has directed affiliated schools to register on the Nasha Mukt Vidyalaya portal and complete an online self-evaluation for tobacco-free and drug-free campuses. Circular Acad-55/2026, dated 17 August 2026, carries the Department of School Education and Literacy three-year Nasha Mukt Vidyalaya Action Plan for 2026 to 2029 and points schools to https://tofei.education.gov.in/ for registration and the user manual.

The circular is separate from the later Talkathon on Nasha Mukt Yuva. Acad-55 is about sustained school systems: self-assessment, declaration as a Nasha Mukt Vidyalaya, awareness programmes, parent engagement and counselling under a multi-year plan that aims to make educational institutions nasha mukt by March 2029.

What the portal expects from principals

Schools must register on the NMV portal at the earliest, finish the online self-evaluation against prescribed criteria, and keep records ready because DoSEL may undertake random physical verification of schools that self-declare. The portal also supports monitoring of Drug-Free Zone and tobacco-free educational institution compliance for schools already on UDISE+.

Principals are asked to name coordinators, run regular preventive education, and review progress periodically on the same portal. The circular encloses the full three-year action plan for reference. IEC materials listed in the plan include posters, handbooks, documentaries and awareness films that schools can schedule through Eco Clubs or health periods.

Pledge and quiz links that came with the circular

Acad-55 also asked schools to encourage students to join the National Pledge against Drug Abuse organised by the Department of Social Justice and Empowerment on 18 August 2026, and to attempt the Ministry of Education MyGov quiz on the International Day against Drug Abuse and Illicit Trafficking. Those one-day calls do not replace portal registration. Schools that skipped the August pledge window should still finish NMV registration and self-evaluation now.

Health educators should treat the portal score as a living checklist rather than a one-time form. Tobacco-free signage, counselling referral pathways and parent workshops named in the action plan need evidence folders if DoSEL verifies a declaration later.

The working instruction is clear: register on the Nasha Mukt Vidyalaya portal, complete self-evaluation, implement the enclosed three-year action plan, and keep verification-ready records while continuing classroom prevention work.

Board copy of the circular goes to Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti, state directors and other jurisdictions. Affiliated schools should login with their UDISE+ credentials where the portal requires them and save screenshots of completed self-evaluation steps for the school file.

Unlike a single awareness talkathon, this circular expects schools to stay on the portal through 2026-2029. Principals who have not registered should start at tofei.education.gov.in, download the user manual from the portal, and diary a monthly review of NMV progress with the school management committee.

Counsellors and class teachers can align morning assembly messages with the three-year plan without waiting for a fresh Board reminder. Parent-teacher meetings in September and October are natural slots to explain why the school is completing an NMV self-declaration.

A school that ticks every digital box but cannot show a counsellor roster or a no-tobacco gate notice will struggle in a physical check. Keep paper evidence beside the portal screenshots.
