MCC reopens Round-1 FREEZE resign window from 12 to 15 September

The Medical Counselling Committee has reopened resignation and seat-withdrawal for Round-1 FREEZE candidates in UG Counselling 2026 who had joined an MCC-allotted seat and now want to leave it. The order is Notice No. 21, Ref. U-11011/07/2026-MEC, dated 12.09.2026, from the Office of MCC under the Directorate General of Health Services, New Delhi-110011. Coverage is narrow. The facility is for FREEZE candidates of Round-1 who had earlier joined a Round-1 seat allotted through MCC counselling but now want to resign or withdraw from the seat. It is not Notice No. 22 for FLOAT Round-1 joiners, not the Round 2 final allotment PDF dated 12.09.2026, and not the earlier FREEZE resign order already live as mcc-notice-16-r1-freeze-resign-no-forfeit. Window, physical reporting and Nodal Officer slip

Candidates who desire to RESIGN or WITHDRAW from their Round-1 joined seat can do so from 04:00 P.M. of 12.09.2026 upto 06:00 P.M. of 15.09.2026 without Forfeiture of Security Deposit. That is the full no-forfeit clock printed in Notice 21. Round-1 candidates who want to resign or withdraw from their seat will have to physically report at the allotted institute to RESIGN.

The resignation given within the stipulated time mentioned above will be without Forfeiture of Security Deposit. Any resignation beyond the above-mentioned stipulated time, after 06:00 P.M. of 15.09.2026, will be WITH Forfeiture of Security Deposit. Candidates are advised to ensure that their Resignation Letter or Seat Withdrawal slip is generated online through the portal provided by MCC by the Nodal Officer of the admitted institute, failing which the resignation will be treated as Null and Void.

Those three lines separate Notice 21 from an online-only FLOAT exit. FREEZE resign needs a physical college visit. The Nodal Officer, not the candidate alone, must generate the online slip. The no-forfeit promise applies only inside 04:00 P.M. on 12.09.2026 to 06:00 P.M. on 15.09.2026.

How Notice 21 differs from Notice 16, Notice 22 and the Round 2 final list

Notice No. 22 dated 13.09.2026 covers FLOAT Round-1 joiners who did not upgrade in Round 2 and lets them resign online through the candidate login without a mandatory college visit for the slip itself. It does not replace Notice 21 for a FREEZE candidate who wants to resign a Round-1 joined seat without deposit forfeiture inside the printed hours.

Anyone still holding paperwork from this exit should retain the institute-generated slip with its timestamp, because Notice 21 treats a missing Nodal Officer slip as Null and Void even if the candidate believes they left the seat.
