GURUGRAM: Two municipal officials face directions for a 50% salary deduction for three months over irregular property IDs in Pataudi-Jatauli Mandi, following a district grievance hearing on Wednesday, November 4, 2026. Chief Minister Nayab Singh Saini issued the directions at the District Public Relations and Grievance Redressal Committee meeting in Gurugram, where 11 of 15 listed complaints were disposed of.
The administration had announced the meeting at Swatantrata Senani Zila Parishad Hall, also known as John Hall, in Civil Lines. The outcome covers residents dealing with property records, municipal services and public works. Four complaints remain pending, with departments required to bring action reports to the next meeting.
Property ID complaint brings disciplinary directions
According to the official account issued at 3.40 pm IST on November 4, an inquiry into a complaint concerning the Pataudi-Jatauli Mandi municipal council found that the then building inspector and municipal engineer created property IDs without prior approval from the competent authority and without following the prescribed procedure.
Saini directed that both officials be chargesheeted and transferred outside Haryana's National Capital Region districts, alongside the salary deductions. These are directions for departmental action. The release does not provide the officials' names, the number of property IDs involved or a completion date for the disciplinary process.
The property record case should be distinguished from municipal tax recovery. The hearing concerned how IDs were created and whether the prescribed approval process was followed. For separate background on recovery proceedings, readers can see the earlier report on property tax sealing action in Sectors 9B and 104.
A separate complaint about a Gurugram municipal patwari's behaviour towards a citizen led to directions for immediate suspension. The administration attributed this action to the complaint considered at the hearing. Its account does not describe a criminal case or announce a court finding against the employee.
Inspection reports due on public toilets
Complaints about the condition and upkeep of public toilets brought an inspection exercise covering both municipal corporations. Three-member committees are to be formed for each zone through the grievance committee, with one government official included in every team.
The exercise covers Gurugram corporation's six zones and Manesar corporation's two zones. The committees must examine the facilities and cleaning arrangements and submit reports within one month. The release says those findings will guide arrangements for improved maintenance and regular cleanliness. It does not announce a toilet-by-toilet repair budget or a list of facilities already repaired.
In another complaint, concerning road restoration work and compliance with prescribed standards, Saini directed a deduction of one month's salary from the responsible Public Works Department executive engineer. Officials were also instructed to monitor development works regularly. The release does not identify the road, so this direction cannot be attached to a particular street repair project.
- Complaints listed at the November 4 hearing: 15.
- Complaints disposed of at the meeting: 11.
- Cases carried forward for action reports: four.
- Municipal zones covered by the toilet inspection exercise: eight.
Officials present included Deputy Commissioner Uttam Singh, GMDA chief executive P. C. Meena, HSVP administrator Vaishali Singh and Manesar municipal commissioner Pradeep Singh. The mix of departments reflects the range of complaints considered, but the release does not assign the four pending cases individually to those officers.
School buildings and routes for other complaints
During a complaint about renovation of a school building, Saini said Haryana had approved a plan exceeding Rs 2,000 crore for government school infrastructure. He said more than 400 government schools across the state would receive new buildings by the end of December 2027. The statement gives a statewide target, rather than an allocation of 400 buildings to Gurugram.
No district breakdown or school list accompanies that announcement. The local education context includes the earlier Vidyanjali meeting linking school requirements with CSR support. That was a separate initiative and does not establish which schools are included in the building programme described on Wednesday.
Residents with other unresolved service issues also have the regular Samadhan camp route. In a November 2 district update, SDM Hitender Kumar said camps operate at district and subdivision level every Monday and Thursday from 10 am to noon IST. Electricity, water, Parivar Pehchan Patra and old age pension issues were among matters heard that Monday.
The November 2 camp received 10 complaints. The administration said most were resolved there and the remainder referred to departments, without publishing an exact disposal split. Readers can consult the earlier Samadhan camp hours and complaint follow-up report. For Wednesday's four pending committee cases, the stated next step is an action report at the next meeting; no date for that meeting was given.
