State Plans 107-Acre Road Land Acquisition

GURUGRAM: The Haryana government has prepared a pilot proposal to acquire about 107 acres of land to build missing 24-metre-wide internal roads in sectors 81 to 86 and Sector 104, officials said, as the first slice of a much larger road-land plan for sectors 58 to 115.

The joint site inspection committee, set up on the directions of Director General of Town and Country Planning J. Ganesan, has identified the pockets. The proposal is to be sent to higher authorities for approval. A technical proposal-cum-feasibility report is also to go to the Chief Administrator of Haryana Shahari Vikas Pradhikaran in Panchkula before acquisition under the 2013 land acquisition law.

Sector-wise land pockets

Officials shared a village-linked breakup for the pilot. Around six acres belonging to Gurgaon and Dhanwapur villages are marked for Sector 104. Sector 81 needs about 16 acres from Lakhanola and Nawada Fatehpur, while Sector 81A needs about 15 acres from Lakhanola, Manesar and Shikohpur. Sector 82 requires about three acres from Sikandarpur Badha, Lakhanola, Shikohpur and Sihi; Sector 82A about 11 acres from Lakhanola and Shikohpur.

Sector 83 is listed for about 16 acres from Shikohpur, Kherki Daula and Sihi; Sector 84 for about 17 acres from Sihi, Bamdoli and Badha; Sector 85 for about 11 acres from Badha and Sikandarpur Badha; and Sector 86 for about 12 acres from Nawada Fatehpur, Badha and Sikandarpur Badha.

A DTCP survey has separately estimated that 1,158 acres must eventually be acquired for roads across sectors 58 to 115. Under the Gurgaon-Manesar Master Plan 2031, developers were responsible for constructing 24-metre internal sector roads within licensed areas, but several stretches could not be built because of legal disputes and missing land.

Ganesan's order this month said initial funds for the pilot pockets would come from the external development charges budget available with DTCP, while a financial mechanism for the remaining acquisition would be worked out later. A senior official said the 81-to-86 and 104 package is a pilot and that land for remaining sectors would follow.

For residents of the western sectors, unfinished 24-metre links are not abstract planning language. Missing segments force traffic onto narrower service roads, stretch emergency response times and leave plotted colonies poorly connected to arterial corridors. The 107-acre pilot will not finish the full 1,158-acre map, but it is the first concrete acreage list tied to named villages and sectors in the current drive.

Landowners in villages such as Lakhanola, Shikohpur, Sihi, Badha and Dhanwapur will watch the compensation pathway closely once acquisition notices are issued under the 2013 Act. Officials have not published award figures yet; the current stage is still proposal and higher-authority approval. Using EDC funds for the pilot is meant to avoid waiting for a brand-new state budget line before the first pockets move.

Planners argue that without the missing 24-metre roads, licensed sectors cannot deliver the mobility assumed in the Master Plan. Builders left gaps where land was disputed or unavailable; the state is now stepping in to buy those strips. That shift from developer obligation to public acquisition is the policy core of Ganesan's direction to the joint site inspection committee.

If the 81-to-86 and 104 pilot clears approvals without long litigation, DTCP and HSVP will have a template for the remaining hundreds of acres across sectors 58 to 115. If it stalls, the unfinished internal grid will keep pushing cars onto already crowded arterials for years. Tuesday's briefing at least puts acreage, villages and a funding hint on the public record.
