GURUGRAM: A Forum of Regulators report dated 13 October records 39 grievances pending before DHBVNL's consumer forum at the end of June 2026. The figures cover the utility, rather than Gurugram alone, and describe the April to June quarter. They are not a count of complaints still unresolved in October.

The report submitted to the Appellate Tribunal for Electricity lists 36 cases carried forward, 40 received and 37 disposed of during the quarter. It records no pending DHBVNL case older than two months. These are forum cases, not all calls or online complaints received by the electricity supplier.

For a household trying to resolve a problem now, the practical question is which channel fits the issue. DHBVN publishes separate routes for supply complaints, online-payment problems and formal grievances. Its current public pages also provide a meter-reading correction facility. The details below were checked on 16 October.

For supply failures, register and retain the reference

DHBVN's official contact page lists 1912 and 1800-180-4334 for electricity-supply complaints. It also gives 1912@dhbvn.org.in and WhatsApp number 8813999708. The same page separates electricity-theft reporting from supply complaints, so residents should choose the contact attached to their own problem rather than use every number displayed.

The utility's complaint-handling website has separate links to register a complaint and check its status. Keeping the complaint reference and the response received makes it easier to follow the same issue through later correspondence. Opening the public page is not proof that a complaint has been accepted; the acknowledgement from the channel used is the record to retain.

Payment deducted and payment uncredited have different contacts

DHBVN's payment-support page distinguishes a bank debit without a receipt from a payment for which a receipt exists but the amount has not been posted. For a deduction without a receipt, it lists BillDesk support at 08800184336 and 011-46869000, with pgsupport@billdesk.com. For a generated receipt whose amount has not been posted, it lists collectiondhbvn@gmail.com.

The page provides a separate complaint link when the bill itself is unavailable and a portal-support address, portalsupportdh@dhbvn.org.in. Before sending a query, identify which stage failed and retain the transaction reference or receipt that shows it. A problem displaying a bill and a disagreement with the amount on that bill are different questions; the payment-help page should not be read as a ruling on disputed charges.

A wrong meter reading has its own submission rules

The Trust Reading portal says consumers can submit their own reading when the reading recorded in the bill is incorrect. Its listed categories are domestic, non-domestic and low-tension industrial consumers with loads up to 20 kW and ten-digit account numbers. Those conditions should be checked against the connection details before using the facility.

A clear photograph showing the current meter reading is mandatory. The portal warns users to enter the reading carefully and says the facility can be withdrawn if a submission is found to be mala fide. It says case status will be communicated by SMS to the supplied mobile number, while bill-payment alerts go to the registered mobile number only. Submitting a reading should not be described as confirmation that the bill has already been corrected.

Formal grievances require more than a helpline message

The grievance regulations linked by DHBVN distinguish circle, zonal and corporate forums. The appropriate route depends on the nature of the complaint and, for monetary disputes, its amount. Consumers should check those provisions before addressing a formal application; the existence of a corporate forum does not make it the first destination for every dispute.

The filing provisions ask for the complainant's contact details, the relevant utility office, a description of the grievance with supporting documents and the relief sought. Any response already received from the utility should be enclosed. The rules also require information about other proceedings and prescribe deposits for monetary disputes. A complaint should therefore not be treated as an automatic suspension of payment requirements.

DHBVN's published office directory places its Consumer Grievances Redressal Forum at Hetri House, Sector 16, IDC Area, Gurugram 122007. It lists 0124-2971798 and cgrf@dhbvn.org.in. Readers planning a visit should confirm the applicable forum and arrangements through the official contact before travelling.

Dalimss News has separately reported on a Sector 102 electricity-billing dispute and the district's Samadhan camp complaint process. A court case, an administrative camp complaint and a submission to an electricity forum follow different routes; keep the acknowledgement and papers for the route actually used.
