VDA Seals 13 Hotels in Varanasi’s Buddha Vihar Colony Over Alleged Building and Zoning Violations

In a major enforcement action, the Varanasi Development Authority (VDA) sealed 13 hotels operating in Buddha Vihar Residential Colony for allegedly violating approved building plans and running commercial hotel businesses inside a residential zone.
According to VDA officials, several property owners had originally received approval for residential construction but later converted the buildings into hotels. Authorities also alleged that some establishments were operating without approved building maps altogether. During the inspection, officials found that many hotels lacked proper parking arrangements, leading to traffic congestion and inconvenience for local residents.
Residents of the colony had reportedly been facing multiple problems due to the continuous hotel operations in the area. Complaints included illegal roadside parking, noise pollution, overcrowding, security concerns, and excessive pressure on civic amenities within the residential locality.
Officials further stated that during the investigation, irregularities were also found in documents submitted under the Sarai Act while obtaining operational licenses.

The VDA clarified that hotel operations in residential areas are permitted only after fulfilling the conditions laid down under the Uttar Pradesh Building Construction and Development Bye-laws 2025. Authorities indicated that further action may continue against establishments found violating zoning and construction regulations in the city.
