Seven-Day Recall Rule Puts Gurugram Civic Tenders on a Tighter Clock

GURUGRAM: A cancelled road or drain tender will no longer be allowed to sit indefinitely in a municipal file. Haryana's urban local bodies department has ordered municipal commissioners to follow fixed evaluation and recall timelines on the Haryana Engineering Works Portal, creating a new administrative clock for stalled civil projects.

If a tender is cancelled after technical bids are opened, it must be recalled within seven working days. Where the bid document itself needs modification, the deadline is 21 working days. The direction applies to engineering works such as roads and drainage, not sanitation-service tenders.

Why seven days can matter on the street

Gurugram residents often encounter projects stuck between an approved estimate and actual work. A tender may attract no bidder, fail technical scrutiny or be cancelled, after which the problem returns to temporary patching. Councillors and residents then have to pursue the department merely to restart procurement.

A mandatory recall period can remove that dead time. It does not guarantee a suitable bid, nor can it fix an unrealistic estimate or badly written scope. It does make the responsible officer and the date of the next step visible on the portal.

Quality control is the second half

The department has reiterated that projects costing Rs 5 crore or more must engage third-party inspection and monitoring agencies. Faster tendering without independent quality checks could simply accelerate poor construction. The inspection requirement should cover material tests, layer thickness, drainage gradients and geo-tagged progress, not only a final certificate.

Third-party agencies must also be genuinely independent of the contractor and the project division. Their reports, test results and non-compliance notices should be available to councillors and the public. Otherwise, monitoring becomes another box within the same closed process.

The portal should show the clock

Implementation will be easier to judge if each cancelled tender displays the cancellation date, reason, recall deadline and new tender link. Repeated failure due to no bids should trigger a review of cost estimates and eligibility conditions rather than identical recall after identical recall.

MCG can also publish a monthly exception list naming tenders that missed the deadline and the officer-approved reason. A rule with no visible record of exceptions risks becoming another instruction that looks firm in a circular but changes little in procurement practice.

Gurugram does not lack project announcements. It loses time in the steps between sanction, tender, award and execution. The new order targets one of those gaps. If enforced and made visible, seven working days could keep an unsuccessful procurement round from turning into another season of broken roads and unfinished drains.
