Questions Raised as PNC Infratech Wins New Highway Projects Amid Ongoing Scrutiny

Lucknow/Varanasi: PNC Infratech, one of India's major infrastructure companies, is facing increased public scrutiny after securing new National Highways Authority of India (NHAI) projects worth around ₹3,483 crore, even as it remains under the spotlight over issues related to the Kanpur-Lucknow Expressway and other infrastructure works.

The debate began after a section of the recently opened Kanpur-Lucknow Expressway developed damage on a stretch of the road. Following the incident, NHAI initiated a technical assessment and issued a notice proposing action against PNC Infratech. The authority has also asked the company to repair the affected portion at its own cost while examining whether further action is required. However, the process is still at the show-cause stage, and no final order of debarment or blacklisting has been issued so far.

Despite the ongoing scrutiny, PNC Infratech recently signed concession agreements for two highway projects on NH-927 in Uttar Pradesh with a combined value of approximately ₹3,483 crore. The fresh awards have triggered questions from observers who argue that companies facing quality-related inquiries should be subjected to stricter review before receiving additional public contracts. At the same time, experts note that under existing procurement rules, a company remains eligible to bid for and receive projects unless it is formally debarred or blacklisted.

The discussion has also reached Varanasi, where PNC Infratech is executing a major project at Lal Bahadur Shastri International Airport. The company emerged as the lowest bidder for a project worth about ₹297 crore involving runway extension, re-carpeting, strengthening of the existing runway and related infrastructure works aimed at improving airport operations and future capacity.

In recent weeks, the Varanasi airport project drew attention after concerns were raised regarding portions of runway work. While authorities addressed the issue and operations continued, the incident added to the broader discussion surrounding quality control and monitoring of large public infrastructure projects. Critics argue that repeated concerns across multiple projects highlight the need for stronger oversight mechanisms, while supporters caution against drawing conclusions before technical investigations are completed.

Adding another layer to the controversy is a separate CBI investigation linked to alleged bribery-related matters involving highway projects. The investigation is ongoing, and no final judicial findings have been made against the company. As a result, PNC Infratech continues to operate under the principle of due process while cooperating with the relevant authorities.

The issue has sparked a larger conversation about accountability in India's infrastructure sector. Citizens expect highways, airports and other public assets to meet the highest standards because these projects are funded with public money and are critical to safety and economic growth. At the same time, industry experts stress that investigations must be allowed to reach their conclusions before penalties are imposed.

For now, PNC Infratech remains eligible to execute existing and newly awarded projects. However, the outcome of the NHAI proceedings related to the Kanpur-Lucknow Expressway, along with developments in ongoing investigations, will likely determine how the company is viewed in future government tenders.

As infrastructure spending continues to grow across Uttar Pradesh and the rest of the country, the focus is increasingly shifting from simply completing projects on time to ensuring that quality, transparency and accountability remain at the center of every project delivered to the public.
