MCG Ties C and D Waste Proof to Building OCs

GURUGRAM: The Municipal Corporation on Tuesday issued fresh guidelines for construction and demolition waste and tied building occupation and completion certificates to verified proof that debris has been deposited at an authorised facility.

Commissioner Pradeep Dahiya signed two orders covering demolition projects, large private construction, government works and road, sewer and water-supply jobs. The civic body also placed the standard operating procedures before the Punjab and Haryana High Court on Monday as part of its affidavit in an ongoing debris matter.

What builders and departments must do

For demolition on plots of 200 square metres or more, applicants must declare the estimated quantity of C and D waste when seeking building-plan approval. Before construction or reconstruction begins, that waste must be deposited at MCG's authorised processing facility, presently at Basai, or another collection point notified by the corporation. A deposition receipt must be obtained through MCG's C and D portal.

Developers of projects with a built-up area of 20,000 square metres or more must prepare an integrated waste management plan and submit it on the same portal for approval. They must haul waste to an MCG recycling facility in their own vehicles. No occupation certificate or completion certificate will be granted until deposition proof is submitted and verified through the portal.

Government departments, including MCG's own works, must state estimated C and D quantities in tenders. Contractors need documentary proof of safe deposit. Deposition at Basai or another notified facility is mandatory for government projects regardless of size or value. Processed C and D material must be reused in government construction, reconstruction and road projects.

Time limits apply after civic digging. Surplus material from right-of-way repair must be removed within 48 hours of completion. Road repair, resurfacing, sewer-line and water-supply works get a 72-hour outer limit. Waste dumped at public places from government building work must be cleared within 24 hours.

A C and D monitoring cell, chaired by additional commissioner Yash Jaluka and staffed with a junior engineer and two operators, will watch compliance through the portal and recommend action on violations. The orders cite the Environment (Construction and Demolition Waste) Management Rules, 2025, Haryana's 2019 C and D policy and directions of the Commission for Air Quality Management.

The high court had earlier pressed for a universal SOP with fixed timelines after a Sector 22 resident and lawyer, Pankaj Yadav, complained that excavated earth was left on the road outside his house after a water-pipeline job. Tuesday's hearing window is what pushed MCG's affidavit onto the record. For applicants, the practical change is simple: without a portal-verified deposit slip, the OC queue can stop.
