Jal Nigam XEN Pawan Kumar Gupta Suspended After Chowkaghat and Goithaha Pump Lapses

UP Jal Nigam (Urban) has suspended Varanasi Construction Division XEN Pawan Kumar Gupta and opened a Rule-7 disciplinary inquiry after pumps at Chowkaghat sewage pumping station and the Goithaha sewage treatment plant stayed off during heavy rain on 3 and 4 September. The inquiry will run under the Uttar Pradesh Government Servant (Discipline and Appeal) Rules, 1999. The inquiry officer is the Chief Engineer (Purchase), UP Jal Nigam (Urban), Lucknow. During suspension, Gupta has been attached to the Chief Engineer (Kanpur region), UP Jal Nigam (Urban), Kanpur, with subsistence allowance as per rules.

The findings cited for the action are operational, not political. On 3 and 4 September, when the city took a hard rain spell, pumps that should have moved sewage load at Chowkaghat SPS and Goithaha STP remained switched off. The same file notes that the XEN failed to prepare an estimate and workplan for a gate or barrier meant to stop Varuna and river backflow into the Chowkaghat system. Superior directions on that preparation, the departmental account says, were not followed.

Unattended pumps in a rain window do not stay a station-only problem. Excess load pushed into sewer lines and left low-lying pockets waterlogged. That chain — idle pumps, overloaded lines, wet lanes — is the concrete consequence recorded against the post, and it is why the suspension and Rule-7 inquiry sit together rather than as separate paperwork.

Urban Development and Energy Minister A.K. Sharma inspected drainage stress points including Andhrapul and Durgakund on 12 and 13 September and told officers that accountability would follow failures. His field visit sits after the 3–4 September rain dates and before this suspension file closed. The ministerial line was wartime drainage repair and named responsibility, not a campaign speech. This desk records that administrative frame and does not drag opposition politics into a Jal Nigam discipline order.

Rule-7 inquiry is a formal discipline track. Attachment to the Kanpur-region Chief Engineer during suspension keeps the officer on the department’s books under subsistence rules while the Lucknow inquiry officer examines the record. Neither step equals a criminal conviction. Both are service-law steps that departments use when field lapses are serious enough to pull an XEN off a city construction charge.

Chowkaghat’s backflow risk is geography as much as hardware. When river levels press against an unprotected intake or outfall, a missing gate or barrier plan matters. The locked file says that plan — estimate included — was not prepared. Goithaha STP and Chowkaghat SPS sitting idle on the same rain days points to a common operational failure in the Construction Division’s Varanasi charge, not two unrelated glitches. The department has answered with one suspension and one inquiry officer. That is the stamp for now.
