HSVP Plans Single City Office in Sector 16

GURUGRAM: Residents who now shuttle between Haryana Shahari Vikas Pradhikaran offices in different sectors may eventually find them under one roof. HSVP has proposed a new building on 1.5 acres in Sector 16 and has begun work on a detailed project report, an official said.

A tender for appointing a technical consultant to prepare the DPR was published on 24 September with an estimated value of Rs 20 lakh. Bids have been invited until 5 October. After a consultant is appointed, the design, technical specifications, estimated construction cost and execution timeline will be worked out. The process of preparing a detailed project report has begun and construction will be taken up soon, the official said.

At present, the administrator's office functions from the HSVP Complex in Sector 14, Estate Office-I from the HSVP Complex in Sector 15, and Estate Office-II from City Centre in Sector 36. Engineering and other wings under the Gurugram zone also operate from separate locations, according to HSVP's official directory.

Scattered offices, new site and the DPR tender

In 2021, a plan to build a joint HSVP-DTCP office on a 2.5-acre plot near Gymkhana Club in Sector 29 had been approved. That plan has now been dropped in favour of the Sector 16 site. HSVP has not publicly spelled out the reason, though the authority has been working on redeveloping Sector 29, including plans to develop it as a business district. A six-acre site in that sector was also identified in 2025 for a proposed convention centre.

For allottees chasing mutation papers, possession issues or plot-related grievances, a single counter complex would cut the back-and-forth between Sector 14, Sector 15 and Sector 36. The DPR stage is still early: no construction cost or completion date has been announced, only the consultant tender and the land measure.

Consolidating offices also matters for internal coordination between estate, engineering and administrator wings that currently sit apart. A shared building will not by itself clear pending files, but it removes one practical excuse for delayed file movement between locations.

Until the consultant is selected and the DPR is ready, the public-facing offices remain where they are. Plot owners should continue to track which estate office handles their sector rather than assuming an immediate shift to Sector 16. The October 5 bid deadline is the next clear milestone on the calendar for anyone watching this project.

Residents who currently file grievances at Sector 14, Sector 15 or Sector 36 should keep using those counters until HSVP formally notifies a shift. The consultant tender is a planning step, not a relocation order, and estate files will stay with the existing offices until the new building is ready.
