HSVP Representative Now Required for Registration of Directly Sold Gurugram Plots

GURUGRAM: Buyers registering plots purchased directly from the Haryana Shahari Vikas Pradhikaran must now have an authorised HSVP representative physically present at the tehsil office, under a revised procedure introduced by the state revenue department.

The requirement applies when HSVP itself is the seller, including plots allotted through an e-auction or another direct disposal process. It does not apply to a later resale between two private parties, even if the property was originally developed or allotted by HSVP.

What has changed

Until recently, an authorisation letter from the HSVP estate officer was generally accepted for the execution of a sale deed. Because the public authority was the seller, the seller's column could be handled through that documentary authorisation without an official attending every registration.

The revised process brings HSVP's direct sales closer to the procedure followed for private developers. Haryana's registration system ordinarily requires a seller, buyer or their authorised representatives to appear before the sub-registrar or tehsildar. Identity, photographs and biometric details are recorded before registration after the applicable stamp duty and fee are paid.

District officials said HSVP has been asked to nominate representatives for registry work. The stated objective is to ensure due process and a clearly identified seller-side official at execution. For buyers, however, the change introduces another appointment that must be coordinated before a sale deed can be registered.

Staffing concerns could cause delays

HSVP officials have raised concern about assigning officers to multiple tehsil offices for individual registries with the available staff. Some buyers also reported reaching the tehsil without knowing about the new condition and being unable to complete the transaction.

That makes advance communication essential. Appointment portals, allotment letters and tehsil counters should state whether the authority is the present seller and identify the nominated representative. A buyer should not discover the requirement only after travelling to the office with documents and witnesses.

The administration has said it is working with HSVP on implementation. A central roster or scheduled registry days could reduce the risk of officials being expected at different offices at the same time. The authority has not yet publicly announced a single citywide operating arrangement.

Private resales remain outside the rule

The most important clarification is the scope. If an allottee is selling an HSVP property to another private buyer, HSVP is not the seller in that transaction and its representative is not required merely because the plot originated with the authority. The usual parties or their authorised representatives must still comply with registration rules.

Buyers of newly auctioned plots should confirm the seller's documentation, representative and registry slot before paying for travel or arranging a bank disbursement. The procedural change does not alter ownership by itself, but it can affect when a transaction is completed.

For the administration, the measure will be judged by whether it adds accountability without creating avoidable queues. Clear nomination of HSVP officials and predictable registry schedules would give buyers the certainty that the earlier letter-based system provided while meeting the revenue department's requirement for physical presence.
