HSVP Offers Rs 494 Cr Plot Enhancement Relief

GURUGRAM: Around 421 plot holders across 53 sectors in the city can claim more than Rs 494.49 crore in financial relief under the Haryana Shehri Vikas Pradhikaran's Vivadon Se Samadhan Yojana 2026, aimed at settling long-pending disputes over plot enhancement charges, administrator Vaishali Singh said.
The scheme remains open until December 31, 2026, and covers eligible residential, floor-wise registered, group housing, institutional and industrial plot allottees. Singh said it offers a one-time chance to resolve enhancement-related disputes, including for allottees who could not benefit from earlier settlement windows, subject to prescribed conditions.
How allottees can check and apply
Eligible plot holders can log into the HSVP portal with their plot ID and password to see case status and the relief amount applicable to them. They can also approach their respective HSVP estate office for help with paperwork. Officials have cautioned that defaulting allottees who skip the window may face action under rules, including possible resumption of the plot.
Enhancement charges have been a running sore for many HSVP and former HUDA allottees whenever courts or the authority revise development costs years after original allotment. Families who paid on time still receive fresh demand notices tied to litigation outcomes or revised estimates. The settlement scheme is designed to convert that contested demand into a discounted, time-bound payoff so both sides can close files.
Sector clubs and resident associations have been circulating portal screenshots and estate-office timings so that elderly allottees are not left out. Floor-wise registered residential plots may face separate rule notes on the portal. Applicants should read exclusion lines carefully before paying.
For HSVP, clearing 421 Gurugram cases in one drive would shrink a large slice of enhancement litigation and recovery backlog. For allottees, the December 31 deadline is the practical date that matters. Waiting for another scheme is risky if resumption language in the fine print is enforced.
Singh's message was administrative rather than political: check the portal, confirm the relief figure, pay within the window, and close the dispute. Plot holders unsure whether their sector and plot category qualify should visit the estate office with allotment letters and previous enhancement challans rather than relying only on neighbourhood WhatsApp summaries.
Many allottees first learnt of enhancement dues only when a bank sought a no-dues certificate for sale or mutation. Others received demand notices after Supreme Court or high court outcomes altered the cost-sharing math for a particular sector. The Vivadon Se Samadhan window is meant to convert those contested figures into a published relief amount that can be paid once, with the file marked settled.
Estate offices in older sectors such as 4, 5, 14, 17, 21, 22, 23, 40 and the newer peripheral belts are likely to see the heaviest footfall because enhancement litigation clustered there over the past decade. Allottees should carry original allotment letters, previous payment receipts and any court or authority orders already on their file so that portal figures can be matched against paper records.
Resident welfare associations that maintain shared plot databases can help elderly owners who struggle with OTP logins. HSVP has also signalled that skipping the scheme is not cost-free if resumption clauses are later invoked. The safer reading for a defaulting allottee is simple: verify eligibility, pay the relieved amount before December 31, and obtain a written settlement acknowledgement rather than waiting for another round of notices.
