HSIIDC Surveys Udyog Vihar for Illegal Building

GURUGRAM: The Haryana State Industrial and Infrastructure Development Corporation has ordered a plot-wise survey of industrial estates for illegal construction, land-use violations and encroachments, extending the city's crackdown beyond residential colonies.

An office order from HSIIDC's Udyog Vihar estate office covers Udyog Vihar phases I to VI, Pace City I and II, Sector 18 industrial areas, Electronic City, sectors 33 and 34, Sector 16, and sectors 34 and 35. Three joint inspection teams from the estate, planning and engineering wings will run the survey. They have six weeks to finish, with a first progress report due within five days of the order, and the local management committee set to review progress every fortnight.

Survey first, enforcement later

Teams have been told to take GPS-enabled photographs and geo-tag evidence so each property leaves a usable record for later action. Officials stressed that the industrial exercise is presently a survey, not an immediate demolition drive. Once violations are identified, the competent authority is to follow prescribed procedure, including show-cause notices and a chance for allottees or occupiers to respond before a final decision.

The order does not list a suspected-violator count. It directs inspection of all allotted properties and land under the estate's jurisdiction. Categories include change or misuse of approved land use, zoning and building violations, excess coverage, encroachment on roads or rights of way, occupation of unallotted plots, and absorption of public land beyond plot boundaries.

A 2026 district industrial profile put Udyog Vihar complex plots at about 2,023, with 1,855 allotted and 1,249 units in production. An earlier MSME profile counted 2,140 plots across Udyog Vihar phases I-VI, Sector 18 and DIC, of which 2,068 were allotted. The belt mixes IT and ITeS, garments, auto ancillaries, engineering, footwear, leather, metals and textiles across different pockets.

Building violations here are not new. An earlier 2019 HSIIDC assessment, cited in subsequent briefings, had flagged hundreds of FAR, leasing and zoning issues. The latest survey also sits against Supreme Court scrutiny of unauthorised construction. In March the court widened its inquiry into bylaw and land-use breaches. On 4 August it impleaded HSIIDC along with the department of town and country planning and the Municipal Corporation of Manesar, recording Haryana's assurance that orders on violations would be taken to their logical conclusion within four weeks.

For factory and office owners in Udyog Vihar, the near-term change is inspectors with GPS cameras, not bulldozers. What follows will depend on how many plots show misuse or excess coverage once the six-week record is complete.
