Haryana notifies Guest Teachers Service Rules 2026 on leave, transfer and retirement

The Haryana government has notified the Haryana Guest Teachers Service Rules, 2026, through an extraordinary gazette dated 22 September 2026. The rules are made under section 9 of the Haryana Guest Teachers Service Act, 2019, and took effect from the date of publication in the Official Gazette.

The bilingual gazette is posted on the Directorate of School Education, Haryana website and as a downloadable PDF. The English text sets out leave, transfer, discipline, resignation and retirement conditions for guest teachers across the State school system, including districts such as Gurugram that rely heavily on guest faculty in government schools.

Leave entitlements in plain numbers

A male guest teacher gets ten days of casual leave in a calendar year. A female guest teacher gets twenty-two days. Leave is not a matter of right. In the year of retirement, casual leave shrinks if the teacher retires before 30 June: five days for men and eleven for women. After 30 June in the retirement year, the full annual casual leave remains available.

Male guest teachers may take fifteen days of paternity leave for up to two surviving children, around the wife's confinement or on valid adoption of a child under one year. The leave window runs from fifteen days before delivery to six months after. Sundays and recognised holidays inside that spell count as paternity leave. Unused paternity leave in that window lapses.

Child care leave of up to two years, that is 730 days, without pay, is open to female guest teachers and to single male guest teachers for their two eldest surviving children up to age eighteen. The eighteen-year cap does not apply to a dependent child with more than sixty percent impairment. Spells of child care leave cannot be shorter than thirty days and need prior sanction.

Transfer, foreign travel and extraordinary leave

Transfers of guest teachers will follow the Teacher Transfer Policy, 2026, as amended by the government from time to time. Permission to travel abroad is limited to the summer vacation and needs the Head of Department's approval under State instructions.

Extraordinary leave up to 240 days may be granted on medical certificate, for government-certified higher studies or training in the public interest, or where the competent authority finds the circumstances unavoidable. No leave salary is paid for that period, and it does not count as qualifying service. A teacher whom an authority has already decided to remove cannot get extraordinary leave.

Discipline, resignation and retirement

For discipline, minor penalties and appeals, the same authorities that act for the corresponding regular teacher apply. Guest teachers also fall under the Haryana Civil Services (Government Employees Conduct) Rules, 2016. Superannuation is fixed at fifty-eight years, with the usual rule that someone born on the first of a month retires on the last day of the previous month.

Resignation needs one month's notice, or one month's salary in lieu. Service books will be maintained as the State government specifies. Older instructions on guest teacher service conditions stand repealed, with a savings clause for actions already taken under them.

Why the gazette matters in Gurugram and across Haryana

Guest teachers form a large share of classroom staffing in Haryana's elementary and secondary schools. Clear leave and transfer rules reduce ad hoc office practice. Teachers, heads of schools and district officers should update staff circulars against the 22 September gazette rather than against older office orders that the new rules repeal.
