GMDA Lifts Sector 114 Road Estimate to Rs 8.8 Cr

GURUGRAM: The Gurugram Metropolitan Development Authority has raised the estimated cost of upgrading the Sector 114 outer road to Rs 8.8 crore from Rs 7.7 crore and reinvited the tender after scrapping the earlier bid.

The 780-metre stretch has been in poor shape for nearly six years. One carriageway is non-motorable at several points, and deep potholes and loose dust have made daily use difficult for residents of sectors 112 and 114. Officials said the scope of work is largely unchanged, but bitumen prices and the cost of removing a larger damaged portion of the existing road pushed the estimate up by about Rs 1.1 crore.

Why the estimate moved

A GMDA official said VG-30 bitumen is currently around Rs 72,282 per metric tonne and VG-10 around Rs 70,982 per metric tonne, nearly 50% higher than the rates built into the earlier estimate, with the West Asia supply shock cited as a driver. As the damaged surface has spread, more material must be cleared before a new carriageway can be laid, which also raises cost.

"The tender was reinvited after the earlier bid was cancelled, with estimates now revised to current rates. We did not want a situation where the rates changed later and the agency faced payment issues or sought an enhancement," the official said. Once an agency is finalised, it will have nine months to finish the work.

HSVP built the road more than a decade ago and handed it to GMDA in 2018. It is meant to connect sectors 112 and 114 to the Upper Dwarka Expressway. For now, many residents take the narrower Najafgarh-Bajghera Road to reach the master road, adding distance and congestion. Repair ideas floated in 2021 and a June 2023 revival did not move ahead when traffic on the stretch was judged low. Bids invited in March this year at Rs 7.7 crore drew three agencies before the tender was scrapped this month.

Under the revised plan, GMDA will strengthen the existing carriageway, install a crash barrier along the central verge, build drains on both sides for rainwater, and add road furniture and other safety measures. For Sector 114 residents who have lived with a cratered outer road for years, the reinvited tender is the clearest sign yet that rates, not scope, were the latest blocker. The nine-month clock will start only after the fresh bid is awarded. Until then, the Najafgarh-Bajghera detour remains the default path for many households trying to reach Upper Dwarka Expressway from the sector edge.
