Assam Promises Pending SRD Teacher Salaries and Opens Path for Online Mutual Transfers

Assam Education Minister Ranoj Pegu said on Tuesday, 11 August, that pending salaries of affected State Resource Development teachers would be credited the same day and that the state would notify an online process for mutual teacher transfers.

Around 15,000 SRD teachers are covered by the scheme, according to the minister. More than 200 had not received their salaries because of unresolved issues. His announcement followed protests over the delay and promised payment for all affected teachers.

The commitment is specific enough to be checked: teachers should be able to confirm whether the money reaches their accounts. Until that happens, the statement remains a promised same-day release rather than independent proof that every delayed payment has settled.

Salary delays are not a minor administrative inconvenience. Teachers have rent, loan, travel and family expenses that continue on schedule. Repeated uncertainty also damages morale and makes it harder for schools to ask staff for additional work or patience during periods of institutional pressure.

The second announcement concerns mutual transfers. Eligible teachers seeking to exchange places of posting are expected to apply through a designated online portal, subject to rules, verification and departmental approval. Detailed guidelines were still awaited at the time of reporting.

Mutual transfer systems can address a problem that ordinary vacancy-based transfers do not. Two teachers may each want the other's location for family, health or travel reasons, creating a possible exchange without leaving either school short of staff. A digital process can make applications easier to track and reduce dependence on repeated visits to offices.

The design, however, needs safeguards. The department must define which cadres, subjects, school types and districts can be matched. It should state minimum service requirements, treatment of seniority, the role of head teachers and district authorities, and whether an application can be withdrawn before the final order.

Subject matching is particularly important. Two posts may carry the same broad designation but serve different instructional needs. An exchange should not leave a school with no teacher for a required subject or disrupt classes midway through an academic term without a transition plan.

The portal should generate an acknowledgement and allow both applicants to see the status of verification. A mutual-transfer request involves two people; neither should discover late in the process that the other application was incomplete, ineligible or withdrawn.

Teachers will also need a genuine grievance route. A rejection should cite the rule and the data on which it was based. If the system merely displays “not approved” without explanation, digitisation will have moved the queue online without making the decision more accountable.

For the salary issue, the department should publish the reason that more than 200 cases remained unpaid and explain what correction has been made. If missing records or verification caused the delay, teachers need a process that prevents the same accounts from failing in the next cycle.

For the transfer issue, the notification is the document that matters. Teachers should not pay an intermediary or act on an unofficial form shared through social media before the department identifies the portal and eligibility conditions.

The two measures address different forms of insecurity: income that did not arrive on time and postings that may be difficult to sustain. Their credibility will depend on execution over the next few days—visible salary credits, a clear notification and a portal that gives teachers reasons rather than rumours.
