UGC opens ODL and Online recognition applications till 15 September

The University Grants Commission has invited fresh online applications from eligible Higher Educational Institutions for recognition to offer programmes under Open and Distance Learning mode and/or Online mode. The Public Notice is F. No. 1-4/2026(DEB-NWR), dated 9 Bhadrapada, 1948 / 31st August, 2026. The scanned one-page file on ugc.gov.in is 3b49880ec59342dd94e9e9b8d939d43f.pdf. The local archive copy carries CreationDate Mon Aug 31 11:55:13 2026 UTC, which is 17:25 IST the same day.
The invitation covers recognition for academic year 2026-27, academic session beginning January-February, 2027 and onwards. Applications are invited as per Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 and its subsequent amendments. This is a recognition filing track for ODL and Online programmes. It is not the ABSS UAMP activity-report D.O. that shares the same mid-September calendar on this desk.
Online window, portal and hard-copy affidavit cut
Eligible HEIs may file online applications from 1st September, 2026 until 15th September, 2026 at https://deb.ugc.ac.in/. That is the full online window printed on the notice. HEIs are advised to visit the UGC DEB website at the same portal for prescribed fees and further updates. After the online filing, original affidavit and annexures must reach the Joint Secretary, Distance Education Bureau, UGC, 35, Feroze Shah Road, New Delhi-110001, by 25th September, 2026.
Missing the 15 September online cut blocks the fresh recognition cycle described here. Missing the 25 September hard-copy cut leaves the affidavit and annexures incomplete even if the portal form was submitted. Treat both stamps as mandatory. The notice does not print a courier-delay grace day.
Year-round entitlement note and no-guarantee scrutiny
Note 1 states that the application window for HEIs entitled to offer Online programmes and for Category-I HEIs for ODL programmes remains open throughout the year at the same portal. Those entitled or Category-I tracks are not limited to the 1-15 September fresh window. Note 2 states that submitting an application does not guarantee approval. All applications are subject to scrutiny based on the standards in the 2020 Regulations and their amendments.
The signatory block names Sudeep Singh Jain, Secretary. For the application itself, use deb.ugc.ac.in rather than a general UGC homepage form.
Institutes preparing a January-February 2027 ODL or Online launch should complete eligibility checks against Regulations 3(A) and 3(B)(b), pay the prescribed fee shown on the DEB portal, submit online by 15 September, and despatch the original affidavit with annexures so they reach 35 Feroze Shah Road by 25 September. Do not confuse this recognition invite with an admission-extension circular from an earlier month, and do not file ABSS July activity text into the DEB recognition form.
