UGC asks HEIs to file ABSS 2026 activity reports on UAMP by 15 Sep

The University Grants Commission has asked higher educational institutions to upload consolidated reports of their Decentralised Akhil Bharatiya Shiksha Samagam 2026 activities on the University Activity Monitoring Portal by 15 September 2026. The letter is D.O. No. F.1-1/2026(NEP-ABSS), dated 2nd September, 2026, also printed as 11 Bhadra, 1948. It is signed by Prof. Shyama Rath, Secretary, UGC, and was published on ugc.gov.in on 08.09.2026. The local one-page PDF is pdfs/ugc-abss-08sep.pdf.
ABSS is organised every year in July to commemorate the anniversary of the launch of the National Education Policy 2020 and to review progress on its implementation. The Secretary notes that institutes must have organised various activities during July 2026 on the sixth anniversary of NEP 2020, with the objective of strengthening awareness, participation and ownership of the ongoing educational reforms. This D.O. is a filing call for those July events. It is not an ODL recognition invite and not an Amrit Udyan visit calendar.
What the consolidated UAMP report must cover
UGC requests institutes to share a consolidated report highlighting the activities organised, key deliberations, innovative initiatives, best practices, outcomes, and recommendations emerging from these events. The upload destination is the UGC University Activity Monitoring Portal at uamp.ugc.ac.in. The latest filing stamp printed in the letter is 15th September, 2026.
The addressee line is The Vice-chancellor of all Universities and Directors/Principals of Autonomous Colleges. College IQAC or NEP cells that ran July programmes should treat the VC or Director office as the sign-off path before the UAMP upload. The letter does not print a fee, a template filename, or a penalty clause. It does print a clear portal and a clear date.
How this filing differs from other mid-September UGC clocks
Desk readers should keep three mid-September UGC tracks apart. This ABSS D.O. asks for activity reports of July 2026 decentralised Samagam events on UAMP by 15 September. The separate Distance Education Bureau public notice invites recognition applications for ODL and Online programmes at deb.ugc.ac.in in the same calendar window, with a different purpose and a hard-copy affidavit track. The already live Amrit Udyan HEI visits item is a visit facilitation note, not an ABSS report upload.
Practically, an HEI that hosted July ABSS sessions should gather attendance notes, deliberation summaries, best-practice write-ups, outcomes and recommendations into one consolidated narrative, then file it on uamp.ugc.ac.in before the 15 September cut. Do not wait for a second reminder letter. The Secretary closes by looking forward to continued support in enhancing the quality of higher education in the country.
Contact block on the letterhead lists Bahadur Shah Zafar Marg, New Delhi-110002, phones 011-23236288 / 23239337, and email secy.ugc@nic.in. Use the UAMP portal for the report upload itself. Email to the Secretary line is not a substitute for the portal filing named in the D.O.
D.O. No. F.1-1/2026(NEP-ABSS) dated 2nd September, 2026, published on ugc.gov.in on 08.09.2026 as dd9fa1d3e4c44902b696998d469fae2d.pdf, is the ABSS 2026 UAMP filing order. The July activity scope, the consolidated-report fields, and the 15th September, 2026 deadline on uamp.ugc.ac.in are from that letter alone.
