GURUGRAM: Municipal Corporation of Gurugram commissioner Pradeep Dahiya on 2 October ordered the immediate suspension of junior engineer Amit Kumar after a sewer-overflow complaint from New Colony, Sector 7, marked resolved on the e-Samadhan portal was found still unresolved when officials rechecked with the complainant.
The action followed a public-grievance review chaired by Chief Minister Nayab Singh Saini. The Chief Minister's office and grievance cell had contacted complainants and found that at least three sewer problems marked resolved on the portal still persisted on the ground.
Satish Kumar Middha had filed the Sector 7 complaint about sewerage overflow and foul smell. After the portal showed resolved status, verification with Middha found the overflow continuing. Dahiya's order under the Haryana Civil Services (Punishment and Appeal) Rules, 2016, called the lapse serious and, on a prima facie reading, gross negligence and dereliction of duty.
Notices to two other JEs and what complainants should do
Two other junior engineers engaged through Haryana Kaushal Rozgar Nigam Ltd, Arif Khan and Tilak, received show-cause notices in separate sewer cases from Palam Vihar and Basai village after similar gaps between portal status and the complainant's report.
Khan's notice relates to a Palam Vihar overflow complaint filed by Shubham Nagia that had been marked resolved while the problem reportedly continued. He has three days to reply in writing and has been asked to appear before the commissioner at 9 am on 5 October with records and a factual report.
Tilak's notice covers a Basai village and adjoining-area overflow complaint also marked resolved on the portal though the complainant said the problem remained. He too has three days to explain and faces a personal hearing.
Dahiya's public line was blunt: merely marking a complaint resolved online is not enough; the problem must actually be fixed at the site. MCG said it will keep comparing portal closures with fresh complainant calls wherever sewer and drainage tickets look too neat on screen.
Residents can file and track civic grievances through MCG channels at https://www.mcg.gov.in/ and through the state's e-Samadhan route. District-level routing also sits on https://gurugram.gov.in/. Anyone whose ticket shows resolved while water still stands outside the door should reply on the same complaint ID with date-stamped photos rather than opening a disconnected new ticket.
The three cases flagged this week do not mean every e-Samadhan sewer closure in Gurugram is false. They do mean field engineers are on notice that a portal click without a dry lane can draw suspension or a show-cause. That is the accountability signal from Friday's review.
Sector 7 New Colony, Palam Vihar and Basai sit on different drainage catchments, so the common thread is process, not one shared trunk sewer. Each JE's file will move on its own evidence: complaint text, portal timestamp, complainant callback, and any work order or photos the engineer can produce.
Until hearings finish, the public record is one suspension, two show-cause notices, three named complaint geographies, and a commissioner order that treats false resolved tags as punishable negligence under the 2016 rules. Complainants in those three files should keep their call logs and photos ready if asked again.
