MCG Puts Property Owners on Notice Over Illegal Land Use, Ramps and Missing Approvals

GURUGRAM: Property owners across the municipal area have been warned to check their land use, building approvals, occupation documents, fire clearances and encroachments before enforcement teams arrive. The Municipal Corporation of Gurugram says violators may face legal proceedings and be charged for the cost of removing unauthorised structures from public land.
The public notice, issued by municipal commissioner Pradeep Dahiya, covers a wide range of violations: buildings raised without permission, residential plots converted to commercial use, unauthorised subdivision, blocked parking, reduced setbacks and occupation of roads or green belts. It also targets ramps projecting over streets and temporary structures such as kiosks, sheds and roadside eateries.
The notice reaches beyond obviously illegal buildings
Some properties may have an approved plan but differ from it on the ground. A stilt parking floor may have been enclosed, a plot divided, a shop added or a ramp extended into the road. Others may lack an occupation certificate or mandatory no-objection certificates from fire and pollution authorities.
The corporation has linked the exercise to a Supreme Court matter concerning effective action against unauthorised construction and land-use violations. It says proceedings will follow legal procedure, which should include a specific notice, an opportunity to respond and a reasoned order before coercive action, except where an immediate hazard requires emergency steps.
For owners, the practical problem is often fragmented paperwork. Building plans, tax records, fire approvals and land-use permissions sit with different departments. The city should provide a consolidated checklist and a secure way to verify documents before asking thousands of people to prove compliance.
Roadside ramps and stalls have a citywide effect
A ramp built over a drain or footpath may appear minor compared with an extra floor, but it can block stormwater, force pedestrians into traffic and reduce usable road width. Rows of such extensions contribute to waterlogging and congestion far beyond the individual property.
Street vending requires a more careful response. Vendors cannot simply be equated with permanent land grabbers when the law provides for surveys, vending zones and due process. The corporation should remove dangerous obstructions while implementing a transparent relocation plan for eligible vendors.
Enforcement must be consistent and measurable
The notice will matter only if action is based on mapped violations and common standards. Selective sealing of a few shops while larger deviations continue nearby would invite allegations of arbitrary enforcement. Ward-wise data should record notices, replies, restoration orders, compliance and costs recovered.
Owners who can rectify a violation should receive a clear deadline and technical direction. Structures that affect fire access, drainage or public safety should be prioritised. Cases involving disputed title or old approvals need document-based hearings rather than surprise demolition.
Gurugram's building disorder accumulated over years of weak follow-up. A single warning cannot undo it. The useful outcome would be a predictable compliance system in which residents can see the rule, check their property, correct what is lawful to correct and understand exactly why enforcement is taken when they do not.
