MCC Notice 16: Round-1 FREEZE resign without forfeiture till 2 Sep 1 pm

The Medical Counselling Committee opened a short resignation and seat-withdrawal facility for Round-1 FREEZE candidates in UG Counselling 2026 who had joined an MCC-allotted seat and later wanted to leave it. The order is Notice No. 16, Ref. U-11011/07/2026-MEC, dated 31.08.2026, from the Office of MCC under the Directorate General of Health Services at NML, New Delhi-110011. Coverage is narrow. The facility is for FREEZE candidates who had earlier joined a Round-1 seat allotted through MCC counselling but now want to resign or withdraw from the seat. It is not the FLOAT resign path in Notice 17, not a Round-2 choice-filling window, and not the NRI eligible list uploaded on 08.09.2026. Match portal status to FREEZE Round-1 joined before treating this notice as your exit track.

Window, physical reporting and no-forfeit rule

Candidates who desire to RESIGN their Round-1 joined seat could do so from 02:00 P.M. of 31.08.2026 upto 01:00 P.M. of 02.09.2026. That is the full window printed in Notice 16. Round-1 candidates who want to resign or withdraw from their seat will have to physically report at the allotted institute to RESIGN. The resignation given within the stipulated time mentioned above will be without Forfeiture of Security Deposit.

Those three lines separate Notice 16 from the live FLOAT order. FREEZE resign needs a physical college visit. The no-forfeit promise applies only inside the printed hours. Outside 02:00 P.M. on 31.08.2026 to 01:00 P.M. on 02.09.2026, this notice does not promise the same deposit treatment.

Nodal Officer slip and Null and Void risk

Candidates are advised to ensure that their Resignation Letter / Seat Withdrawal slip is generated online through the portal provided by MCC by the Nodal Officer of the admitted institute, failing which the resignation will be treated as Null and Void. A college visit without the online slip is not enough. An online click without the Nodal Officer generating the slip is not enough. Notice 16 treats the institute-generated slip as the completed resign record.
