Manipur DME posts Round-1 MBBS/BDS/BASLP allotment; join by 5 September or the seat auto-rejects

Manipur has named Round 1. The Directorate of Medical Education, Government of Manipur, dated a notification at Imphal on 28 August 2026 (No. DME-18/1/2026-HEALTH) for the first round of Manipur Medical e-Counselling to MBBS, BDS and BASLP for 2026-27. Three allotment lists ride with that notice. Allotted candidates have until 5 September 2026 to log in, download the Provisional Allotment Letter, complete joining, and pick Freeze, Float or Reject. If none of those three buttons is used before that date, the allotted seat is automatically rejected. That last line is in the user manual, not a rumour.
The counselling portal at https://manipurmc.mn.gov.in/ was carrying a LIVE UPDATES badge when this desk opened it on 29 August 2026 morning IST. The notification, Annexure A, Annexure B, Annexure C and the Instructions and User Manual all stamp 28 Aug 2026 on that page. The same login link is also on https://manipurhealthdirectorate.mn.gov.in/. This is state counselling. It is not MCC All India Quota. Older 2025-26 stray-round PDFs are still listed underneath. Do not mix those files with this year’s Round 1.
What the three annexures are
Annexure A is the list of candidates allotted in State Government quota seats for MBBS/BDS/BASLP. The scan is nine pages. The last serial on page 9 is 378. Annexure B is the list of candidates allotted in Management quota seats for MBBS at SAHS, Langol. Two pages; last serial 63. Annexure C is the NRI quota MBBS list at SAHS, Langol: one allotment, NRI Rank 1, NEET score 317, All India Rank 530406. Those are last serials on opened scans. They are not a seat-matrix total, and this desk is not adding them.
A name on an annexure is not an admission. Login, download the Provisional Allotment Letter, then follow Annexure-D — the “Counselling Allotment Result – Instructions and User Manual (Candidate),” an eight-page file created 28 August 2026.
If you were not allotted a seat in this round, the manual says you are automatically qualified for the next round of counselling. Do not treat a blank Round 1 letter as the end of the process.
Freeze, Float, Reject — pick one before 5 September
Freeze: you are satisfied, you will not seek later rounds, and you must physically report to the allotted institute and complete admission in the notified time. Freeze means no further round upgradation.
Float: you keep the present seat provisionally and still want the next round for a possible upgrade. You do not need to physically report at this stage — except for BDS at RDC, Guwahati, where even Float candidates must report in person. The institute verifies documents on the portal. After that, a Provisional Admission Letter can be downloaded. A floated-and-provisionally-admitted candidate stays eligible for upgradation as per the counselling rules.
Reject Seat: you do not want this seat. It is cancelled. You remain eligible for the next round, subject to the rules, and you must file or confirm choices in that round on time.
The manual’s capitalised warning: if you do not choose any of the three options before 5th September 2026, the allotted seat will automatically be rejected.
After Freeze or Float you can download the Provisional Allotment Letter and keep it. Surrender of a floated seat is a later portal procedure with a signed template; surrender of a frozen, physically admitted seat is at the institute. Both are subject to DME timelines. This story is Round 1 joining, not a surrender window.
