The Varanasi Municipal Corporation (Nagar Nigam) carried out a major enforcement action on Wednesday near the Kisan Flower Mandi in Maldahiya (Englishia Line), sealing several unauthorised shops and taking control of land worth crores that was allegedly under illegal occupation.

According to officials, the land belongs to the Defence Estate Department and is under the administrative control of the Nagar Nigam. Despite this, illegal occupation and unauthorised rent collection were reportedly taking place in the area. Following instructions from Municipal Commissioner Himanshu Nagpal, the encroachment was removed and the premises were brought under official control. The outer wall of the mandi now clearly displays a notice stating that the property belongs to the Nagar Nigam.

The action followed an internal inquiry in which a “yellow card” issued earlier was cancelled on December 30, 2025, after it was found to be invalid. An appeal filed against the decision was also rejected due to the absence of legal documentation. Officials stated that rent was being collected unlawfully in the name of an unauthorised occupant, even though no legal rights over the land existed.

The Municipal Corporation has now clarified that flower vendors operating in the area will be allowed to continue their business only through a formal agreement with the Nagar Nigam, and rent will be paid directly to the civic body.

The administration has warned that any future illegal occupation or unauthorised recovery of money will invite strict legal action. Officials say the move is aimed at ensuring transparency, lawful management of public land, and protection of traders from illegal practices.
