GMDA Floats Rs 776 Cr SPR Elevated Tender

GURUGRAM: The Gurugram Metropolitan Development Authority has floated an engineering, procurement and construction tender of about Rs 776 crore for the first phase of an elevated Southern Peripheral Road from Vatika Chowk toward the Dwarka Expressway cloverleaf on the Delhi-Gurugram Expressway (NH-48), officials said after the bid documents went live around 1 October.

The package covers a design length of roughly 4.2 km. GMDA has framed a 30-month completion window from the date work is allotted. Bid submission is scheduled to close on 18 November, according to the tender timeline shared with contractors.

Chief engineer Pravin Chaudhary said the plan is a four-lane elevated corridor in each direction between Vatika Chowk and NH-48, with 3+3-lane primary service roads and 2+2-lane secondary service roads at grade. Second-level access toward Sectors 75 and 75A and another access toward Tulip Chowk are part of the design brief so traffic can move between the expressway belt and the Sohna Road side without stacking at every surface signal.

What Phase 1 covers and what comes next

GMDA traffic studies cited for the project say junctions in and around Sectors 69, 70, 71/72, 70/75, 71/74, 75/75A and 74/74A will need grade separation within about a decade as hourly volumes climb past 10,000 passenger car units. The elevated deck is meant to cut those bottlenecks rather than only widen the existing SPR carriageway.

Multiple ramps, loops and surface U-turns are written into the package so the elevated stretch can keep signal-free movement where the design allows. CEO P.C. Meena told a Friday review chaired by Chief Minister Nayab Singh Saini that Phase 2 envisages a grade-separated dynamic interchange at Vatika Chowk, while Phase 3 looks at an about 8.5 km elevated corridor from Vatika Chowk toward Ghata. Detailed project reports for those later phases are still under preparation.

An earlier March tender pegged near Rs 755 crore was cancelled in June after the state sought changes in the request for proposal. The fresh Rs 776 crore float is the restarted Package-1 bid, not a claim that pier casting starts next week. Contractors will still clear technical and financial evaluation before any letter of award.

Commuters who crawl through Vatika Chowk toward Golf Course Extension, Sohna Road feeders and the expressway ramps should treat the tender as planning certainty on who will build Phase 1, not as overnight free flow. Pier work on a live corridor will itself force long diversions once the successful bidder mobilises.

Residents and logistics operators along the SPR should watch for diversion maps, utility-shifting notices and tree-cutting clearances that usually precede elevated-road pier work.

The project is distinct from the separate Hero Honda Chowk to Umang Bhardwaj Chowk elevated-road approval cleared for GMDA this week. Mixing those two headlines confuses corridors. Tuesday-to-Friday's SPR news is specifically Package-1 from NH-48 to Vatika Chowk under the restarted EPC tender.

Cost, ramp geometry and whether bus bays sit on the deck or only on service roads will firm up only after award and detailed construction drawings. Treating the cancelled March figure as today's locked bill would be premature. What is firm now is the floated sum near Rs 776 crore, the 4.2 km design length, the 30-month build window after allotment, and the 18 November bid deadline.

For office buses and freight that time runs around Vatika Chowk, the near-term takeaway is that GMDA has put the Phase 1 bid back on the market after the June cancellation. Whether that shortens years of redraws depends on how cleanly the evaluation closes and how quickly land for pier locations stays litigation-free.
