DTCP Notices 30+ Buildings Over PGs in SL-3

GURUGRAM: The district town planner (enforcement) has completed a survey that flags more than 30 buildings in Sushant Lok-3 for possible action over alleged unauthorised paying guest accommodations, guest houses and other commercial use of residential plots, and show-cause notices and restoration orders have already gone out in several cases.

District Town Planner (Enforcement) Amit Madholia said the survey is complete and that the focus is commercial activity running from residential properties. He linked the renewed push to recent Supreme Court directions on sealing unauthorised commercial use in pure residential zones. Concentration of flagged buildings is highest in F and G blocks near Hong Kong Bazaar.

Managed PG operators, including Stanza Living as an alleged operator under scrutiny, appear in the enforcement list. In one G Block building, officers noted a Stanza Living PG alongside a basement reportedly rented to Swiggy, with residents complaining of delivery-vehicle parking and traffic pressure. Naming those brands here reflects the survey's alleged operator list, not an admission of guilt by the companies.

Stilt parking, farmers market and jurisdiction

Survey teams also flagged alleged unauthorised construction in stilt parking floors, a farmers' market operating from residential stock, commercial offices and other businesses run from homes. DTCP maintains that enforcement powers in licensed colonies continue even after areas fall inside municipal limits, a position the Punjab and Haryana High Court has clarified on jurisdiction in related disputes.

Where processes are already complete, restoration orders require owners to reverse unauthorised change of use or construction. Where notices are still pending reply, owners get a chance to show cause before further sealing or prosecution steps. Madholia's team has not published a full building-by-building public roster beyond the survey summary shared with district officers.

Sushant Lok-3 has long mixed family flats with student and working PG demand because of its location near markets and office corridors. The enforcement wave does not ban every PG under a licence; it targets use and construction that DTCP says breach residential zoning and building norms. Residents who complained about basement delivery traffic in G Block will watch whether restoration orders cut vehicle load or simply shift operators next door.

For plot owners, the practical next step is reading the show-cause or restoration paper and filing a reply with the enforcement wing. DTCP's licensed-colony jurisdiction claim means municipal incorporation alone will not, on the department's reading, shield a building from these notices. How many of the 30-plus properties end in sealing versus compliance will emerge only after replies and hearings close over the coming weeks.
