BPCL Signs Rs 69.21 Crore CSR MoUs for 119 Parks, Food Hubs and Heritage Lanes

Bharat Petroleum Corporation Limited signed two corporate social responsibility memoranda of understanding valued at more than Rs 69.21 crore for parks, food streets and heritage corridors in Varanasi, civic and development-authority officials present at the ceremony said. The MoUs, framed for a 36-month completion window, split the outlay between a Rs 48 crore parks-and-food-hubs package and a Rs 21.21 crore heritage-lanes package with the Varanasi Development Authority.

The larger MoU covers development of 119 parks across the city and food streets at Sarnath and Maidagin. The second MoU, with VDA, is for heritage corridor work on stretches that include Thatheri Bazaar–Kaal Bhairav, Godowlia–Maidagin and the Manikarnikeshwar lane. Partners named with BPCL on the civic side include the Kashi Ishwari Prasad Memorial Trust and Varanasi Smart City Limited for the parks and food-street track.

Mayor Ashok Kumar Tiwari, Divisional Commissioner S Rajalingam, Municipal Commissioner Himanshu Nagpal and VDA Vice-Chairman Purna Bora were among those present when the papers were exchanged at a city hotel ceremony. The political and administrative line-up signals that park upkeep, street-food clustering and old-city lane restoration are being treated as one CSR season rather than three disconnected files.

Rs 48 crore for 119 parks is a scale figure that will be judged ward by ward. Empty or half-maintained neighbourhood parks have been a recurring civic complaint in monsoon seasons when play areas turn to mud and lighting fails. Food streets at Sarnath and Maidagin, if delivered as open public spaces rather than closed concessions, would sit on two of the city’s heaviest pilgrim and tourist footfall axes. The heritage corridors under the VDA MoU target lanes where façade discipline, drainage and pedestrian width matter as much as decorative lighting.

The 36-month clock is the accountability hook. CSR announcements in Varanasi routinely draw applause on day one and fade when fencing, horticulture contracts and power connections stall. Naming KIPRF and VSCL beside BPCL and VDA puts implementing agencies on the public record for the parks-and-hubs track and for the corridor track respectively.

Municipal Commissioner Himanshu Nagpal’s presence links the MoUs to the same civic machinery that has spent this monsoon week on drain cleaning, fogging and flood-lane clearance. VDA Vice-Chairman Purna Bora’s presence links the heritage outlay to the authority that also regulates the Sarnath heritage zone. The ceremony does not by itself clear land, shift vendors or pour concrete. It does lock a rupee figure and a timeline that residents and councillors can cite when work slips.

For a city that markets itself on both living heritage and Smart City upgrades, the dual MoU structure is deliberate: green open space and food streets on one side, stone-and-lane corridors on the other. The test after the photographs will be whether the 119 parks open as usable public ground, whether Sarnath and Maidagin food streets stay clean and lit, and whether the VDA corridors finish inside 36 months without choking the lanes they claim to restore.
