Bihar has posted the vacant-seat dump from ITI mop-up, not a new engineering list. The Bihar Combined Entrance Competitive Examination Board homepage at https://bceceboard.bihar.gov.in/ carries a row titled “Vacant Seat Position of MOP-UP Counselling of ITICAT-2026 After Dated 28.08.2026.” The file is https://bceceboard.bihar.gov.in/pdf_Seat/ITICAT28082026.pdf. This desk opened that PDF on 29 August 2026 morning IST. It is a 16-page Canon scan, created at 12:16 UTC on 28 August 2026 (17:46 IST). Page headers read “Vacancy Report after Counselling held on 28/08/2026.” This is ITICAT — Industrial Training Institute. It is not UGMAC medical counselling. It is not BCECE PCM or agriculture mop-up willingness. It is not DCECE.

A vacancy after 28 August is not a fresh allotment result. If you still want an ITI seat, read the live tables for the district and trade you can actually join. If you already hold a seat, this file is the leftover grid, not a call to report again unless a later BCECEB notice says so.

What the opened pages actually show

Sheets are district-wise and ITI-wise. Vacant seats are printed by category: UR, SC, ST, EBC, BC, RCG, EWS and SMQ, with a TOTAL column. Trades on the opened pages include NCVT courses such as Draughtsman Civil, Electronics Mechanic, Fitter, ICTSM, Mechanic Diesel, Plumber and Welder, plus other labels where an institute offers them.

The first opened table is Arwal mop-up counselling. Its printed Sub Total is 103 vacant seats (UR 24, SC 21, ST 3, EBC 18, BC 8, RCG 6, EWS 23, SMQ 0). The same Arwal sheet also prints a Grand Total of 103. That is one district block. It is not a statewide figure.

Later pages keep the same 28/08/2026 counselling header for other districts, including Aurangabad, Saharsa, Jehanabad, Kaimur (Bhabua) and Gopalganj, and a separate Women MOP-UP Counselling block covering Women’s ITIs. OCR on several of those sheets is damaged. This desk is not publishing those subtotals and is not adding the 16 pages into a statewide grand total. Treat the live PDF as the count. Screenshot the row for your institute.

Where a sheet can still be read, unreserved leftover seats carry a note that some UR vacancies are to be filled by reserved categories in stated numbers. Quote that footnote only from the page in front of you.

What not to mix with this file

BCECEB’s homepage still lists older ITICAT artefacts: a mop-up seat matrix (ITICAT26_SM_R3.pdf), Round 1 and Round 2 allotment results, opening-and-closing ranks, and an offline mop-up schedule dated 11.08.2026. Those are not the 28.08.2026 vacancy dump. The matrix is how seats were meant to be filled. This PDF is what was still vacant after the 28 August session.

Do not file this as another BCECE engineering mop-up story. The engineering and agriculture mop-up notices on the same homepage are a different exam. Do not file it as UGMAC. UGMAC is undergraduate medical. ITICAT is ITI.

If BCECEB replaces ITICAT28082026.pdf, or posts a further mop-up date, that later file is the clock. Until then, the 16-page scan dated after counselling held on 28/08/2026 is the vacancy position this desk opened.

Helplines and reporting windows, if any, sit in the earlier ITICAT mop-up notices, not in this vacancy PDF. This story is the leftover-seat file.

This desk opened the 16-page scan (created 12:16 UTC / 17:46 IST 28 August) and the homepage row that links it. No district total is used here except Arwal’s printed 103, which was tallied from that opened table.

Sources and reporting

bceceboard.bihar.gov.in fetched 29 Aug 2026 morning IST: homepage row “Vacant Seat Position of MOP-UP Counselling of ITICAT-2026 After Dated 28.08.2026” → pdf_Seat/ITICAT28082026.pdf. Opened PDF (16 pp, Canon scan; created Fri Aug 28 12:16:41 2026 UTC = 17:46 IST): headers “Vacancy Report after Counselling held on 28/08/2026”; district/ITI-wise vacant seats by UR, SC, ST, EBC, BC, RCG, EWS, SMQ. Arwal mop-up printed Sub Total 103 (UR 24, SC 21, ST 3, EBC 18, BC 8, RCG 6, EWS 23, SMQ 0) — only district total published; other sheets’ OCR damaged; no statewide grand total invented. Distinct from UGMAC, BCECE engineering/agriculture mop-up, DCECE, and from ITICAT mop-up seat-matrix file ITICAT26_SM_R3.pdf.
